There is created in the City a position to be known and entitled
as "Ordinance Officer."

The Ordinance Officer shall issue all applications for licenses
and licenses as per the directions of the City Manager or pursuant
to the provisions of any ordinance of the City which may require the
Ordinance Officer to issue applications and licenses as aforesaid.
The Ordinance Officer shall collect all license fees, license
taxes, service fees and charges payable to the City as may be required
by direction of the City Council or pursuant to the provisions of
any ordinance of the City now in effect or hereinafter enacted which
may require the Ordinance Officer to collect license fees, license
taxes, service fees and charges payable as aforesaid.

The Ordinance Officer shall turn over and deliver to the Financial
Officer before 11:00 a.m. of each business day all moneys collected
by him or her during the next previous business day, together with
a statement, in writing, of the amount received in payment of each
fee or tax.
The Ordinance Officer is hereby authorized and empowered to
assess the amount of all license fees and license taxes or charges
payable to the City by any person by the provisions of any ordinance
of the City or any direction of the City Council which directs responsibility
and authority to him or her to license and collect any such license
fee, license tax or service fee or charge, subject, however, to the
right of the City Council to review any such assessment.
The Ordinance Officer shall make, prepare and submit to the
City Council for its approval all necessary rules, regulations and
forms prepared by him or her for the orderly and efficient operation
of his or her post or office.
The Ordinance Officer is empowered to demand and receive payment
for all license fees, license taxes and service charges or other revenue-producing
ordinances for which he or she shall be authorized and directed to
collect either by direction of the City Council or ordinances of the
City, when any such fee, tax or charge shall be due the City from
any person.
The Ordinance Officer shall be the enforcing officer for the
City as to all ordinances of the City of any nature whatsoever which
shall provide for enforcement or administration by him or her, and
he or she shall further enforce all other ordinances as may be directed
to him or her to enforce from time to time by City Council.

The Ordinance Officer shall be under the direction of and responsible
to the City Manager and shall perform such other duties as he or she
may direct or require from time to time.
A.
The Ordinance Officer shall treat all information received by him
or her in the performance of his or her office, which concerns the
business or affairs of any person as may be contained on any return
or report made by the taxpayer or licensee pursuant to any ordinance
of the City or acquired as a result of any investigation or inquiry
authorized by any ordinances, as confidential and shall not make available
any such information to any person except as required by ordinance
or to persons who may be legally entitled to receive the same; nor
shall any such authorized person or officer suffer or permit any person
not entitled thereto to secure such information.
B.
Any person violating any of the provisions of this section shall,
upon conviction thereof before a District Justice, be sentenced to
pay a fine of not more than $300.
