It shall be unlawful for any person to place, throw, sweep or cast any paper, straw, boxes, tin cans, bottles, glass, tacks, barrel hoops, ashes or any rubbish of any kind whatsoever upon any of the streets, alleys or ways within the corporate limits of the City, except for collection.
The person in actual possession of any front shop, house or building and the owner or occupier of any vacant property adjoining to or fronting on any paved sidewalk of the City shall, when snow falls, remove the same from such sidewalk within 12 hours after the snow ceases to fall for a continuous period of six hours.[1]

A. 
No parade or procession shall occupy or march on any highway, except the Police or Fire Departments of the City, the organized militia, the military and naval forces of the United States, the independent chartered military organizations and funeral processions, without the consent of the Council. The Council may designate what highway and how much of the same in width and what portion thereof such procession or parade may occupy, and when so designated, the proper officers of such parade or procession shall be responsible that the designation and limitations approved by the Council are obeyed. The City Manager shall furnish such police escort as may be necessary to protect persons and property and maintain order.

B. 
It shall be unlawful for any unauthorized person to interfere with permitted parades or processions.
It shall be unlawful and is hereby expressly prohibited for any person in charge or control of any railroad train, locomotive, cars or other railroad equipment or in any manner aiding or assisting in the movement or operation of the same to unnecessarily block or close any public street or highway within the City at any grade crossing thereon with such railroad train, locomotive, cars or other railroad equipment so as to unnecessarily delay and hinder public travel upon such street or highway, and in no instance shall any street or highway in the City be blocked or closed in such a manner at any grade crossing thereon, at any one time, for a period exceeding five minutes.
