A. 
There shall be a Rock Island Trail Advisory Committee composed of eleven (11) members appointed by the Mayor to serve without compensation for a term of two (2) years. All vacancies occurring in said Advisory Committee shall be filled by appointments of the Mayor for the remaining portion of the term of the position so vacated.
B. 
All members of said Advisory Committee shall be qualified voters and taxpayers who at the time of their appointment are not delinquent in the payment of any taxes to the City of Eldon, Missouri.
C. 
The Mayor, by and with the consent of the Board of Aldermen of the City of Eldon, Missouri, may remove any member of the Advisory Committee at will for good cause shown.

A. 
Within fifteen (15) days after their appointment to the Advisory Committee, members shall meet and organize by selecting one (1) of their members as President and by electing such other officers as they may deem necessary.
B. 
The Advisory Committee shall hold regular meetings at such times and places as it may establish by its own rules and shall by its rules provide the manner for calling special meetings and for the transaction of its business.
C. 
The Advisory Committee shall keep a record of its proceedings which records shall be public records.

A. 
The Rock Island Trail Advisory Committee shall have the power and it shall be its duty to perform the following functions, subject to the approval of the Mayor and Board of Aldermen of the City of Eldon, Missouri, to wit:
1. 
To develop policies and make recommendations to the Board of Aldermen of the City of Eldon, Missouri.
2. 
To plan, develop, research, provide, establish, and equip a recreational trail, including facilities, recreational areas and activities along the Rock Island Rail/Missouri Central Railroad property and within the City limits of Eldon, in cooperation with Missouri State Parks and other partners.
3. 
The Advisory Committee shall adopt and promulgate rules and regulations for the conduct, administration and management of the Rock Island Trail facilities and programs.

The Commission by consent of the governing bodies may use the facilities of any political subdivision or private party donating the use thereof.

The provisions of this Chapter shall not in any way repeal, affect or limit the powers heretofore and after granted to the City of Eldon, Missouri, under provisions of the laws of the State of Missouri or other ordinances of the City of Eldon, Missouri, to establish, maintain and conduct Rock Island Trail recreation facilities, programs, activities or other public recreation.
