It is the purpose of this article to protect the public health, welfare, safety, peace and tranquillity by regulating parking of motor vehicles along public highways in the Hamlet of Callicoon, Town of Delaware, Sullivan County, New York. This article is adopted pursuant to the authority provided by § 1660(18) of the Vehicle and Traffic Law of the State of New York. This article supersedes and repeals all prior and inconsistent local laws and/or ordinances which may have been adopted by the Town of Delaware to regulate parking in the Hamlet of Callicoon.
This article shall be known as the "Hamlet of Callicoon Parking Law" of the Town of Delaware.
For the purposes of this article, the words "vehicle," "owner" and "park" shall have the meanings as defined in the Vehicle and Traffic Law of the State of New York.
Except as to locations where parking is otherwise prohibited pursuant to this article, the parking of vehicles on both sides of Main Street (County Road 133) between the northerly side of the Fleet Bank premises and the southerly side of the main structure housing the office of the Sullivan County Democrat, a distance of approximately 1,161 feet, is limited to no more than two consecutive hours between the hours of 8:00 a.m. and 8:00 p.m., prevailing time, except during Sundays and legally recognized holidays.
The parking of vehicles is hereby prohibited at the following designated locations in the Hamlet of Callicoon, Town of Delaware, Sullivan County, New York:
A. 
On the easterly side of School Street (County Road 133), between the southerly side of the Callicoon Theater and a point approximately 1,065 feet northerly therefrom.
B. 
On the westerly side of School Street (County Road 133), between a point approximately 25 feet southerly of the southerly right-of-way line of Gregory Street (extended) and a point approximately 25 feet northerly of the northerly right-of-way line of Gregory Street (extended), a distance of approximately 70 feet.
C. 
From the railroad tracks westerly approximately 90 feet to the intersection of Main Street (County Road 133) and thence northerly a distance of approximately 50 feet.
D. 
Along the easterly side of Main Street (County Road 133), from a point at the lower end of the coal scales of the Callicoon Coal Company northerly a distance of approximately 465 feet to the corner, thence approximately 90 feet to the railroad tracks, a total distance of approximately 555 feet.
E. 
From the northerly corner of the intersection between Main Street (County Road 133) and Creamery Road to the railroad tracks, and thence from the westerly end of the bridge abutment for the railroad to a point that is approximately 675 feet easterly from the intersection of New York State Highway Route 17B with the ramp leading to New York State Highway Route 97.
F. 
On the southerly side of Hill Street (County Road 133), from its intersection with Main Street to a fire hydrant opposite the firehouse, a distance of approximately 72 feet.
G. 
On the westerly side of Main Street (County Road 133), from the point of its intersection with Bridge Street to a point opposite the Fleet Bank entrance driveway and also on the northerly side of Bridge Street from its intersection with Main Street (County Road 133) for a distance of approximately 50 feet toward the Delaware River.
For the purpose of snow removal, parking shall be prohibited on Main Street, School Street and Hill Street in the Hamlet of Callicoon, Town of Delaware, Sullivan County, New York, between November 1 and April 1 of each year, between the hours of 11:00 p.m. and 6:00 a.m., prevailing time, effective only during periods measured from the commencement of an occasion of snowfall and extending through 48 hours from the conclusion of each such occasion of snowfall.
The penalties for violation of this article shall be those set forth in § 1800 of the Vehicle and Traffic Law of the State of New York.
Any vehicle parked in violation of the provisions of this article may be towed at the direction of any peace officer of the Town of Delaware, the County of Sullivan or the State of New York, at the expense of the owner of such vehicle, who shall be required to pay all charges associated therewith.
