The following rules and regulations are hereby adopted for the protection, regulation and control of parks, recreation areas, roads, driveways, sidewalks, paths, fountains, trees, flowers, shrubs, buildings and other things contained within and upon any municipal recreation or park lands within the Borough of Somerdale.

A. 
Alcoholic beverages and/or narcotics shall not be permitted on any recreation or park property at any time.
B. 
No person shall be permitted to be under the influence of intoxicating beverages, drugs or narcotics in any recreation area or park.
A. 
No group of 100 or more persons shall use a recreation area or park without first having obtained a group use permit from the Board of Recreation Commissioners no later than seven days before the proposed date of use. Group use shall be limited to designated areas. Adult supervision of children's groups is required at all times.
B. 
No person shall call or hold any public meeting or give any concert or public entertainment of any kind within a recreation area or park without first having obtained written permission in advance from the Board of Recreation Commissioners body no later than seven days before the proposed date of use.
C. 
No person shall use loudspeakers, public-address systems or amplifiers within a recreation area or park without first having obtained written permission in advance from the Board of Recreation Commissioners no later than seven days before the proposed date of use.
No person shall be allowed in or upon any recreation building at any time unless attending or participating in a meeting or activity which has been authorized, in writing, by the Board of Recreation Commissioners.
A. 
Dogs and cats must be kept on a leash not exceeding six feet in length. No other domestic animal shall be permitted within any recreation area or park, either with or without a keeper. No person shall at any time curb any dog, cat or any other animal on any recreation or park property.

B. 
No person shall ride, drive, lead or keep a saddle horse or other animal within a recreation area or park, except on such roads, trails or areas and subject to such regulations and areas as the municipal governing body may, from time to time, especially designate. No horse or other animal shall be hitched to any tree or shrub in a manner that may cause damage.
A. 
No person shall leave bottles, broken glass, ashes, wastepaper or other rubbish within a recreation area or park, except in a properly provided receptacle designated for that purpose.
B. 
No person shall throw or place any dirt, stone, rock, debris or foreign or waste substance about, into or upon a recreation area or park or in any lake, river, lagoon or stream within or bordering upon land of a recreation area or park.
C. 
No person shall throw, cast, lay or drop, discharge into or allow to remain in the water of a recreation area or park or any tributary, brook, stream or storm sewer or drain flowing into said waters any substance, matter or thing which may or shall result in the pollution of said waters.
A. 
No person shall pick flowers, foliage, berries or fruit or cut, break, dig up or in any way mutilate or injure any tree, shrub, plant, fern, grass, turf, railing, seat, fence, structure or any other object within a recreation area or park.
B. 
No person shall bring into or upon a recreation area or park any tree, shrub or plant or any newly picked branch or portion of a tree, shrub or plant.
C. 
No person shall dig up or remove any dirt, stone, rock or other substance whatever, make any excavation, quarry sand or stone, lay or set off any blast or cause or assist in doing any of said things within a recreation area or park.
A. 
No person shall build, light or maintain a fire within a recreation area or park, except in a camp stove or a fireplace provided, maintained or designated for such purpose when a permit is obtained from the Board of Recreation Commissioners upon the written approval of the Fire Marshal.
B. 
Open fires are prohibited.
C. 
No person shall discharge or set off within a recreation area or park any firecrackers, torpedoes, rockets or other fireworks unless as part of a fireworks display, which must be properly supervised, and only upon the written approval of the Fire Marshal and Board of Recreation Commissioners.
A. 
No person shall discharge any weapon or firearms within or into a recreation area or park. Firearms shall not be carried nor had in possession on any recreation area or park. Shooting with bow and arrow is prohibited on any recreation area or park.
B. 
No person shall molest, trap, capture, hold, remove, injure or kill any animal or bird or disturb any respective habitat within a recreation area or park except as authorized by the Board of Recreation Commissioners.
A. 
No person shall throw, cast, catch, kick or strike any stone, stick, golf ball or any hazardous object within a recreation area or park, except in areas designated for this purpose.
B. 
No person shall bathe in any pond, stream or other body of water within or bordering a recreation area or park, unless it has been designated and posted for this purpose by the municipal governing body.
A. 
No person shall engage in any commercial enterprise, including but not limited to the offering of services, soliciting, selling or peddling any liquids or edibles for human consumption, or distribute circulars or hawk, peddle or vend any goods, wares or merchandise within a recreation area or park unless a permit has been obtained from the Board of Recreation Commissioners.
B. 
No person shall cut, carve, paint, mark, paste or fasten on any tree, fence, wall, building, monument or other object within a recreation area or park any bill, advertisement or inscription, nor shall any person distribute, cast, throw or place any handbill, pamphlet, circular, advertisement or notice of any kind within a recreation area or park.
C. 
No person shall tell fortunes, play at games of chance or use any gambling device within a recreation area or park.
A. 
No person shall use any portion of a recreation area or park for purposes of a right-of-way, except drives, parking areas, roadways, paths, walks and trails established for such purpose. Footpaths or walks established for pedestrian travel shall not be used for vehicular travel, including mopeds and motorized bicycles, except by municipal maintenance personnel.
B. 
No person shall drive or propel or cause to be driven or propelled along or over any road within or adjacent to a recreation area or park any vehicle at a rate of speed greater than 25 miles per hour or established speed limits as indicated by speed limit signs erected along the right-of-way.
C. 
No person shall drive or propel or cause to be driven or propelled along or over any road, parkway, drive or parking area within a recreation area or park any motor vehicle in a reckless manner or in a manner to endanger the life, limb or property of pedestrians or the drivers or occupants of other vehicles or any other person within a recreation area or park. The motor vehicle operator and the motor vehicle operated within or adjacent to a recreation area or park shall be in compliance with New Jersey State Motor Vehicle License and Safety Laws.
D. 
No person shall park or store any motorcar, motorcycle, bicycle, wagon or other vehicle within a recreation area or park, except in areas designated and posted for such purposes.

E. 
No person shall set or place or cause to be set or placed any goods, wares or merchandise or property of any kind within a recreation area or park, except with the written approval of the Board of Recreation Commissioners.
F. 
No person shall enter any part of a recreation area or park or park roads with a commercial vehicle, except in the service of or by permission of the municipal governing body, Board of Recreation Commissioners or Police Department.
No person shall, without written permission, enter into or remain within a recreation area or park during the hours from 10:00 p.m. to 7:00 a.m., except as may be authorized by the Board of Recreation Commissioners.

No person shall remain within a recreation area or park who does not abide by these rules and regulations for the preservation of good order and the protection of property within a recreation area or park, and no person shall remain within a recreation area or park who does not abide by the instructions and directions of duly authorized officers or agents of the municipal governing body in the lawful performance of their duties. Any person directed by any such agent or officer to leave a recreation area or park shall do so promptly and peaceably.
A. 
Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to any combination of the following:

(1) 
A fine of not less than $100 nor more than $1,000.
(2) 
A term of imprisonment not exceeding 90 days.
(3) 
A period of community service not exceeding 90 days.
B. 
Each day such violation is committed or permitted to continue shall constitute a separate offence and shall be punishable as such.
A. 
Duly authorized agents or officers of the governing body including the members of the Police Department, are vested with police authority and empowered to make arrests for violations of park rules and regulations.
B. 
Rules applying to special conditions or situations within an individual recreation area or park may be supplemental to the above. When special rules apply, they will be posted in the affected areas and available from the Borough Clerk upon request.

These rules and regulations are promulgated in accordance with the provisions of N.J.S.A. 40:48-1 et seq.
