The purpose of this article is to control and regulate the construction, reconstruction and repair of sidewalks in the Village of Camillus and to assess the cost thereof so as to provide uniformity in material, slope, appearance and condition for the safety and welfare of the residents of the Village of Camillus.
No construction of new sidewalks nor substantial repairs or reconstruction of any existing sidewalks in the Village of Camillus shall be commenced until a building permit has been issued for that purpose by the Code Enforcement Officer of the Village of Camillus; provided, however, that no such building permit shall be required for employees of the Village of Camillus who are performing work on sidewalks as part of their duties for the Village of Camillus.
From and after the date hereof, all sidewalks constructed within the Village of Camillus shall be constructed of concrete material and all repairs or reconstruction of any existing sidewalks shall be of concrete material.
The maximum slope for newly constructed or reconstructed or repaired sidewalks and ramps in the Village of Camillus shall not exceed one in five (gradient of 20%) for all sidewalks not adjacent to the curb and shall not exceed one in 12 (gradient of 8.3%) for all sidewalks adjacent to the curb.
A. 
Sidewalk repairs shall be paid fully by the Village of Camillus. Residents should apply to the Village, and the cases will be reviewed by the Board on a need basis. If the repairs are necessitated by damages to the sidewalk caused by the abutting or adjoining owner or by anyone acting on behalf of or with the consent of such owner, then the Village of Camillus may cause the same to be repaired and assess the cost or the expense thereof against the owner of the adjoining or abutting land.
B. 
The reconstruction of existing sidewalks necessitated by the adjoining or abutting owner shall be at said owner's cost and expense.
In case of the repair or reconstruction of any existing sidewalk, notice thereof shall be given to the owner of the adjoining or abutting land.
