The Lebanon County Planning Department is hereby appointed the
Borough Sewage Enforcement Officer and is hereby authorized to administer
and enforce all Department of Environmental Protection regulations
relating to on-lot sewage disposal systems within the Borough and
is authorized to impose fees for the administration and enforcement
of such regulations.
The certified sewage enforcement officer(s) employed by the
Lebanon County Planning Department is(are) hereby appointed, authorized
and directed to:

Administer and enforce the provisions of the Pennsylvania Sewage
Facilities Act and all standards and regulations applicable thereto,
in compliance with the procedure outlined in Sections 7 and 8 of the
Sewage Facilities Act[1] and Department of Environmental Protection regulations.

Collect reasonable fees for work performed, in accord with the fee
schedule and permit procedure established by resolution of Borough
Council.

Conduct such inspections and tests as may be necessary to carry out
the provisions of the Sewage Facilities Act 208, and enter upon lands
for said inspection purposes.
D.Â
With the prior approval of Borough Council, initiate legal actions
where necessary to restrain, abate or correct violations of the Sewage
Facilities Act and Department of Environmental Protection regulations.
A sewage disposal permit shall be required prior to the installation
of any treatment tank, subsurface absorption area or any holding tank
constituting the installation of an individual or a community sewage
system, or the repair, replacement or enlargement of any portion of
an individual or community sewage system.
