Borough of Palmyra, PA Article XII Fees and Expenses

§ 310-41 General.

The fees required by this chapter is the municipal review fee. The Borough review fee, as specified by the Borough review fee schedule established and adopted by resolution by the Palmyra Borough Council, shall be payable to the Borough by the applicant to defray associated costs incurred by the Borough and the Borough Engineer.

§ 310-42 Expenses covered by fees.

The fees required by this chapter shall be set by resolution and, at a minimum, cover:

A. Administrative and clerical costs.

B. Review of the SWM site plan and report by the Borough.

C. Preconstruction meetings.

D. Inspection of stormwater management facilities/BMPs and drainage improvements during construction.

E. Final inspection upon completion of the stormwater management facilities/BMPs and drainage improvements presented in the SWM site plan.

F. Any additional work required to enforce any permit provisions regulated by this chapter, correct violations, and assure proper completion of stipulated remedial actions.

§ 310-43 Recording of approved SWM site plan and related agreements.

A. The owner of any land upon which permanent BMPs will be placed, constructed, or implemented, as described in the SWM site plan, shall record the following documents in the Office of the Recorder of Deeds of Lebanon County, within 90 days of approval of the SWM site plan by the Borough:

(1) The SWM site plan.

(2) Operations and Maintenance (O&M) Agreement (Appendix A).[1]

(3) Easements under § 310-26 of this chapter.

B. The Borough may suspend or revoke any approvals granted for the project site upon discovery of the failure of the owner to comply with this section.
