This chapter shall be known and may be cited as the "Dog Control Law of the Village of Camillus, New York."
It is the purpose of this chapter to protect the health, safety and general welfare of the inhabitants of the Village of Camillus by regulating the running at large of dogs and the use of sentry dogs in the Village of Camillus, New York, so as to afford protection consistent with the rights and privileges of owners of dogs and the rights and privileges of other citizens in the Village of Camillus, New York. This chapter is enacted pursuant to the authority conferred upon the Village Board pursuant to the Village Law and Article 7 of the Agriculture and Markets Law of the State of New York, and other applicable statutes pertaining thereto, and is for the purpose of regulating the activities of dogs, whether licensed or not, and the use of sentry guard dogs.
A. 
As used in this chapter, unless the context or subject matter otherwise requires, the following terms shall have the meanings indicated:
ANIMAL CONTROL OFFICER
Any individual appointed by the Village to assist in the enforcement of this chapter or any authorized officer, agent or employee of an incorporated humane society or similar incorporated dog protective association under contract with the Village to assist in the enforcement of this chapter.
AT LARGE
Any dog that is unleashed and on property open to the public or is on private property not owned or leased by the owner of the dog unless permission for such presence has been obtained. No dog shall be deemed to be at large if it is:
(1) 
A guide dog actually leading a blind person;
(2) 
A police work dog in use for police work; or
(3) 
Accompanied by its owner or other responsible person and is actively engaged in hunting or training for hunting on unposted land or on posted land with the permission of the owner of the land.
DOG
Any member of the species canis familiaris.
OWNER
Any person who harbors or keeps any dog.
SENTRY GUARD DOG
A dog highly trained professionally to attack a human being attempting to enter a specific property area.

All other words and phrases used in this chapter shall for the purpose of this chapter have the meanings respectively ascribed to them by § 108 of the Agriculture and Markets Law.
