In addition
to any other requirements of the Zoning Code, no contributing building
in the Historic Overlay District may be demolished without the approval
of the Board of Architectural Review. This requirement shall not apply

In addition to any other penalties for violations of this chapter,
the owner of any contributing building who demolishes or permits the
building to be demolished without approval of the Board of Architectural
Review shall be required to restore the property and its site to its

development plan approval, ARB approval, and any other approval and
permit required by this chapter.
