There is hereby created a recreation committee known as "The
Recreation Committee of Pocono Township."
A.
The Recreation
Committee shall consist of at least five but not more than seven persons
("members") who shall be appointed by the Board of Commissioners of
the Township of Pocono, County of Monroe, Commonwealth of Pennsylvania
(the "Board").
B.
The members
of the Recreation Committee shall serve for terms of five years or
until their successors are appointed; provided, however, that the
Board shall have the right to remove any members for dereliction or
neglect of their duties hereinafter set forth. The terms shall be
staggered in such a manner that at least one expires annually.
C.
Members
of the Recreation Committee shall serve without pay.
D.
Vacancies
in the Recreation Committee, occurring other than by expiration of
term, shall be filled for the unexpired term, in the same manner as
original appointments.
E.
The members
of the Recreation Committee shall organize by electing a Chairman
and Secretary to serve for a period of one year.
The Recreation Committee shall have the following duties and
responsibilities:
A.
Evaluating recreational needs and desires of the Township;
B.
Identify and advise the Board of the Township's parks and recreational
needs;
C.
Suggesting ways and means to effectively match needs with resources;
D.
Translating these recreational needs and desires to the Board;
E.
As appropriate, actively stimulate support for public recreation,
facilities, programs and funding;
F.
As appropriate, actively encourage the coordination of quasi-public
and private efforts with public efforts in the field of recreation;
G.
When necessary, advising the Board and outside professional staff
(Township Engineer) on the recommendations of equipment and the layout
of recreational resources;
H.
Providing recommendations to the Township Manager by September 1
of each year for consideration in the fiscal year budget preparation;
I.
Preparing and submitting to the Board an annual report, by September
1 of each year, including, but not limited to, an analysis of the
adequacy and effectiveness of Township recreation areas, facilities
and leadership;
J.
Meetings are to be held on the second Monday of each month or such
other time as the Recreation Committee shall select, with written
minutes to be taken and forwarded promptly to the Board; and
K.
Such other and further powers and functions concerning parks and
recreation facilities as may be delegated to it, from time to time,
by the Board.
The Recreation Committee may accept any grant, gift, bequest,
or donation of services, equipment, real estate, or money from any
individual or group, to be used as specified by the donor, or by the
terms of acceptance, by and with the consent of the Board. The Recreation
Committee shall have no authority to enter into any contract or incur
any obligation binding upon Pocono Township.
All ordinances of the Township prescribing the duties of heads
of departments shall remain in full force and effect insofar as they
do not conflict with the provisions of this chapter in which case
the provisions of this chapter shall govern.
