A. 
It shall be unlawful for any person to operate any vehicle or tractor upon private property available for use by the general public carelessly or recklessly disregarding the rights or safety of any person or property or in any manner so as to endanger any person or property.
B. 
Any person who shall violate the provisions of this section shall, upon conviction thereof, be subject to the penalties provided in § 350-6.[1]
