The following policy adoption procedures shall be followed:
A. 
A proposed policy is prepared by staff as a recommendation of staff to the Levy Court or at the direction of any Levy Court Commissioner.
B. 
A proposed policy shall contain only one subject.
C. 
A Levy Court Commissioner may introduce a policy at any business meeting with the understanding that the policy will be deferred to the committee meetings for consideration, unless the Levy Court by majority vote decides to not place the matter in committee.
D. 
The Levy Court may:
(1) 
Adopt the policy as proposed.
(2) 
Adopt the policy with amendments.
(3) 
Reject the policy.
(4) 
Send back to Committee.
E. 
After adoption, the Levy Court staff will distribute it to all affected parties.
F. 
The effective date of all policies shall be the date of adoption unless otherwise specified.

The ordinance adoption procedure is as follows:
A. 
A proposed ordinance is introduced in writing in final form by any Levy Court Commissioner at any duly constituted meeting of the Levy Court.
B. 
The proposed ordinance shall contain no more than one main subject, which shall be stated in its title.
C. 
When introduced the Clerk of the Peace shall:
(1) 
Distribute a copy to each elected County official.
(2) 
Post copies in those public places designated by the Levy Court.
(3) 
Publish the proposed ordinance by title in at least one newspaper of general circulation in the County, together with notice of the time and place of a hearing to receive public comment on said ordinance and the time, date, and place where copies may be obtained.
D. 
At least 10 calendar days shall transpire between the last publication date and the date of the public hearing.
E. 
Following the public hearing, the Levy Court may:
(1) 
Adopt the ordinance as introduced.
(2) 
Adopt the ordinance with amendments.
(3) 
Reject the ordinance.
(4) 
Table for further review.
(5) 
Remand to staff and/or Committee for further development.
F. 
If the ordinance is amended in any substantial manner not included in the title, the ordinance or the amended portion thereof shall be subject to the same procedures as if it was a new ordinance.
G. 
After the adoption of the ordinance by the Levy Court, the Clerk of the Peace shall number the ordinance and publish it again with the notice of its adoption.
H. 
Unless the effective date is included in the body of the ordinance, it shall become effective immediately.
