The purpose of this code is to provide minimum regulations, provisions and requirements in the Village of Allouez to ensure safety to persons and property, safe design, good workmanlike methods of construction in any building constructed, enlarged, altered, repaired, moved or demolished, to regulate the equipment maintenance, condition, use, occupancy and safety of all buildings in the Village of Allouez, and to promote the public health, safety and general welfare.
This Electrical Code shall apply to new structures and to alterations and additions to existing structures within the Village of Allouez.
A. 
Adopted. The provisions of the State Electrical Code in Chapter SPS 316, Electrical, Volume 2, of the Wisconsin Administrative Code, and also the National Electrical Code (NEC), and as the same may be amended from time to time, are hereby adopted and made a part hereof the same as if they were set forth in full herein.[1]

A. 
Qualifications. There is hereby created an office of Electrical Inspector. The person chosen to fill the office of Electrical Inspector shall be skilled in the inspection of electrical construction and systems and shall be certified.
B. 
Duties. It shall be the duty of the Electrical Inspector to enforce the provisions of this chapter.
C. 
Right of entry. The Electrical Inspector and his assistants shall have the right during reasonable hours to enter any public or private buildings, premises, or subway in the discharge of their official duties or for the purpose of making any inspection or test of the electrical wires or appliances contained therein. They shall be given prompt access to any premises upon notification to the proper authority.
D. 
Permits and records. The Electrical Inspector or authorized agent shall take applications and issue electrical permits to qualified applicants. Complete records of all permits issued and inspections made and other official work performed under the provisions of this chapter shall be kept so arranged as to afford prompt information concerning electrical installations.
E. 
Authority to discontinue electrical operations. The Electrical Inspector shall have the authority to cause the turning off of all electrical currents to any equipment which he finds to be in an unsafe condition, and to turn off or discontinue electrical service in case of emergency, or where such electrical currents are dangerous to life or property, or which may interfere with the work of the Fire Department. No person shall reconnect any equipment thus turned off until written permission is given by the Electrical Inspector.
A. 
Electrical alterations. The Electrical Inspector shall make thorough examinations of all the electrical wires and appliances installed within the Village of Allouez, and when such wires or appliances are found to be in a dangerous or unsafe condition he shall notify the person owning, using, operating or installing the same to place them in a safe condition. Any person failing or refusing to make the necessary repairs or changes, and to have such completed within 15 days after the receipt of such notice, shall be subject to the penalties provided for violation of this code. The Electrical Inspector is empowered with the authority to order the discontinuance of electrical service to such defective wires or equipment until it has been repaired, removed, or changed as directed by the Electrical Inspector, subject to the limitations of this chapter.
B. 
New buildings. Upon the completion of the wiring of any building and before any wiring is to be hidden from view, it shall be the duty of the person doing the same to notify the Electrical Inspector, and he shall inspect the installation within 48 hours of the time such notice is received. If, upon inspection, it is found that such installation is fully in compliance with this chapter and does not constitute a hazard to life or property, he shall approve the same and authorize concealment of such wiring or connection for electrical service. If the installation is incomplete or not in accordance with this chapter, he shall issue orders to the person installing the same to remove all hazards and make the necessary changes or additions within 10 days. Concealment of electric work before inspection or failure to comply with the order of the Electrical Inspector shall constitute a misdemeanor punishable in accordance with the provisions of this code.
C. 
Certificate of inspection. Current shall not be turned on for any electrical installation until a certificate of inspection has been issued by the Electrical Inspector. However, in occupied buildings where a permit for lighting fixtures has been issued, the Electrical Inspector may authorize the installation of meters for electric service after the wiring has been inspected and approved.

ELECTRICAL WORK
The installation, superintending, or inspection of electrical wiring and equipment for the production, modification, utilization, or safeguarding of electrical energy as covered by the Wisconsin State Electrical Code, the provisions of which, so far as applicable, are adopted by reference thereto together with amendments hereafter validly made.
MASTER ELECTRICIAN
The work of a master electrician consists of the planning or superintending and the installing, altering, or repairing of electric wiring and equipment, as covered by the Wisconsin State Electrical Code.
B. 
Terms not specifically defined herein have the meanings specified in § SPS 305.003 of the Wisconsin Administrative Code.[1]

A. 
Required. The Electrical Inspector shall issue permits for all electrical installations upon the filing of proper application, which shall be made on forms furnished by the Electrical Inspector, and shall prescribe the nature of the work as well as such other information as may be required for inspection. In no case shall any electrical work be started unless a permit has been obtained unless the work is exempt under this chapter. No permit is required for repairs made necessary for the proper maintenance of an existing installation.
B. 
Temporary work. On applying for a permit for temporary work, a specified period of time for which such wiring is to remain in service must be stated. Service shall be disconnected at the end of this period and shall not again be connected without written permission from the Electrical Inspector.
C. 
Permit fees. No permit shall be issued for electrical construction, repairs, remodeling, or alteration unless the fees required by Chapter 225, Fees and Charges, are paid in advance thereof.
This chapter does not relieve or lessen the responsibility or liability of any person owning, operating, controlling, or installing any electrical equipment for damages to anyone injured or any property destroyed by any defect therein, nor shall the Village be held as assuming any such liability for or by property destroyed by any defect therein, nor shall the Village be held as assuming any such liability by reason of the inspection authorized or certificate of inspection issued as provided in this chapter.

A. 
General. No certificate of inspection shall be issued unless the electrical installation and all other electric apparatus connected with it are in conformity with the provisions of this chapter and the rules and regulations of the Wisconsin State Electrical Code.
B. 
Approved material and fittings. All materials and fittings must conform to Wisconsin Administrative code SPS 316.
C. 
Unsafe equipment. No person shall keep or offer for sale or sell within the Village of Allouez any equipment or fixtures designed or intended to be used for the production, transmission or utilization of electrical current or power if said apparatus, equipment or fixtures, when installed for use, would be in violation of any of the provisions of this chapter or would be unsafe or dangerous.

E. 
Floodplain requirements. A means shall be provided for disconnecting all ungrounded conductors above the foundation of a floodplain building or structure, and may be located inside or outside of said building or structure.
