This chapter is enacted by the Town of Bedford Town Council pursuant to the authority vested in it by RSA Chapter 149-1 and §§ C5-13 and C3-8 of the Town of Bedford Charter.
The purpose of this article is to provide for a reasonable and proportionate methodology for assessing individual properties for the benefits conferred as a result of the extension of a sewer line within the service area as shown in Appendix B.[1]

The total cost of a proposed extension of the sewer line shall be paid by a special assessment upon all those properties benefited. The Town Council shall be responsible for determining the total cost of the project and the full amount to be assessed on each property.
The assessment established by this article shall create a lien upon the land on account of which it is made.
For good cause shown, the Town Council may abate any such assessment or portion thereof made by it. Applications for abatements shall be made in writing.
