In order to promote the health and safety of its residents, the City shall designate certain intersections as stop streets in accordance with the following schedule.
A. 
It is unlawful for any person driving a vehicle upon any street entering upon Route 24, Route 51, Adams or Oak to enter said streets without first bringing the vehicle to a full stop.
B. 
Through streets.

The following streets and parts of streets are declared to constitute through streets:

Drivers must stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection, or if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway.

It is unlawful for any person driving a vehicle upon any of the streets listed in Column A to enter upon any of the streets listed in Column B without first coming to a complete stop and yielding the right-of-way to traffic moving upon the streets listed in Column B, and those streets in Column B shall be stop streets as far as traffic upon the streets in Column A is concerned, so that the intersection of all streets listed in Columns A and B shall be two-way stop intersections:
