There shall be a Department of Public Works, the head of which shall be the Director of Public Works, who shall be appointed by the Mayor with the approval of the Town Council to serve a term concurrent with the term of the Mayor and until his or her reappointment or the appointment of a successor is approved by the Town Council. The Director of Public Works shall be an engineer licensed in the State of Rhode Island with experience in public works.
There shall be a Superintendent of Public Works, appointed by the Director, who shall, under the direction of the Director of Public Works, have general charge of the operations of the Department of Public Works. Further organization of the Department into divisions or offices shall be made by the Town Council upon the recommendation of the Mayor.
The Department of Public Works shall be responsible for the functions and services of the Town relating to:
A. 
Streets, highways, sidewalks, bridges, watercourses and storm sewers.
B. 
The construction, maintenance, repair and operation of all public buildings and other properties, other than those of the School Department, belonging to or used by the Town.
C. 
Building, electrical, and plumbing inspection and for the issuance of building, electrical, and plumbing permits.
D. 
The regulation of weights and measures.
E. 
The disposal of garbage and other refuse.
F. 
Any other functions as the Town Council may prescribe.
The Department of Public Works, under the direction of the Mayor, shall cooperate with other departments, offices or agencies of the Town by furnishing labor, materials, and equipment provided that the cost of such cooperative effort be charged to the appropriation of the agencies thus served.

The Mayor may, appoint or designate, with the approval of the Town Council a term concurrent with the term of the Mayor and until his or her reappointment or the appointment of a successor is approved by the Town Council.
A. 
The Tree Warden.
B. 
The Building Official and Building Inspector(s), including the Plumbing Inspector(s) and Electrical Inspector(s).
C. 
The Minimum Housing Inspector.
The person holding any of said offices shall have all the powers and duties prescribed by ordinances of the Council and the laws of the State. The Director of Public Works shall have general supervision over the operation of said offices.
