There shall be a Department of Human and Senior Services, the head of which shall be the Director of Human and Senior Services who shall be the Mayor or a qualified person appointed by the Mayor with the approval of the Town Council to serve a term concurrent with the term of the Mayor and until his or her reappointment or the appointment of a successor is approved by the Town Council.

A. 
The Director of Human and Senior Services shall have all powers and duties relating to the welfare of persons in the Town who are poor, needy, dependent or handicapped, aged, infirm and chronically ill which are appropriate for a Town to provide or administer not inconsistent with State Law, and/or in cooperation with State and private agencies.
B. 
The Director of Human and Senior Services shall serve as the Director of Public Welfare for the Town, and have all the duties and functions incumbent upon Town public welfare directors under State Law.
C. 
The Director may appoint, with the approval of the Mayor, such assistants as he or she deems necessary within the limits of Town appropriations or State or Federal grants therefor, in order to carry out the responsibilities of the Department as set forth herein.
