The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
ANIMAL CONTROL OFFICER
The person employed by the Town as its enforcement officer for this division and includes any regular police officer.
AT LARGE
Any dog that is off the property of its owner and not under restraint.
COLLARED
A dog that wears around its neck a collar with license attached and the name of the owner or keeper distinctly impressed thereon.
DOG POUND
Any premises designated by action of the Town for the purpose of impounding and caring for all animals found running at large in violation of this division.
EXPOSED TO RABIES
A dog that has been bitten by or been exposed to any animal known to have been infected with rabies.
KENNEL
Any person engaged in the commercial business of breeding, buying, selling or boarding dogs.
LEASHED
A dog that has a cord or chain attached to its collar or harness and such cord or chain is held in the hand by the owner or competent person leading the dog.
OWNER
Any person owning, keeping or harboring a dog.
RESTRAINT
A dog that is leashed or that is on or within a vehicle being driven or parked on the streets or that is within the property limits of its owner or keeper.
SPAYED FEMALE
Any bitch which has been operated upon to prevent conception.

It shall be unlawful to keep more than three licensed dogs at the same residence, except as permitted by the Chief of Police. This section shall not apply to licensed kennels.

The provisions of this article shall be enforced by the animal control officer and any regular police officer.

Any person who fails to license his/her dog(s) on or before April 30 annually as prescribed by the provisions of G.L. 4-13-4 shall, in addition to the annual licensing fee, pay a late charge of $3.
