As used in this chapter, the following terms shall have the meanings indicated. Except where specifically defined herein, all words and terms shall carry their customary meanings:
BOARD OF TRUSTEES
The Board of Trustees of the Village of New Hempstead, New York.
BUILDING INSPECTOR
The Building Inspector of the Village of New Hempstead, New York, or his duly authorized representative.
BUILDING LOT
Any lot upon which a principal building can be constructed in conformance with the requirements of Chapter 290, Zoning, of the Code of the Village of New Hempstead.
CONSTRUCTION PLANS
The maps and engineering drawings, described in §§ 255-49 and 255-51 of these regulations, accompanying a subdivision plat and showing the specific location and design of improvements to be installed in the subdivision in accordance with these regulations.
LOT
A parcel of land not divided by streets.
MAINTENANCE BOND
A bond to assure the maintenance of required subdivision improvements following dedication of such improvements for such period as required by the Planning Board.
PLANNING BOARD
The Planning Board of the Village of New Hempstead, New York. In the event that no Planning Board has been created, the term "Planning Board" shall be deemed to mean the Board of Trustees of the Village of New Hempstead.
PLAT
A drawing, in final form, as described in § 255-50 of these regulations, showing a proposed subdivision and containing all of the information required by these or other applicable regulations and certified by a licensed land surveyor or registered engineer.
PRELIMINARY PLAT
The preliminary drawing or drawings, described in § 255-47 of these regulations, showing the basic features of a proposed subdivision.
RESUBDIVISION
Any change of existing property lines or of property lines shown on a plat approved by the Planning Board and filed in the office of the County Clerk.[1]
STREET
An existing state, county, town or Village road or highway or a street shown upon a plat approved by the Planning Board of the Village of New Hempstead or the Town of Ramapo.
STREET, COLLECTOR
A street which serves or is designed to serve primarily the function of carrying traffic from minor streets to major streets.
STREET, DEAD-END
A street or a portion of a street with only one vehicular traffic outlet.
STREET, LOCAL
A street which serves or is designed to serve primarily as access to abutting residential properties.
STREET PAVEMENT
The wearing or exposed surface of the street right-of-way designed to be used by vehicular traffic.
STREET RIGHT-OF-WAY-WIDTH
The distance between property lines measured at right angles to the center line of the street.
SUBDIVISION
The division of any parcel of land, regardless of use, into two or more lots, plots, blocks, sites or parcels, with or without the creation of new streets, for the purpose, whether immediate or future, of transfer of ownership or building development, and shall include resubdivision as defined herein.
VILLAGE CONSTRUCTION STANDARDS AND SPECIFICATIONS
The standards and specifications adopted by the Board of Trustees for the construction of streets and related subdivision improvements, and all amendments thereto.[2]
WETLANDS LAW
Chapter 159, Freshwater Wetlands, of the Code of the Village of New Hempstead, New York, effective June 8, 1984, providing for the protection of wetlands, water bodies and watercourses, and all amendments thereto.
ZONING LAW
Chapter 290, Zoning, of the Code of the Village of New Hempstead, New York, and all amendments thereto.
