The City adopts Sections 8-2-9.1 through and including Section 8-2-9.10 of Act 5 of the Illinois Compiled Statutes (65 ILCS 5/8-2-9.1 through 5/8-2-9.10) providing for an annual municipal budget in lieu of the passage of an annual appropriation ordinance.[1]

The City Administrator or, in lieu thereof, the Director of Public Services shall compile a budget pursuant to the sections of the Illinois Compiled Statutes as set out in § 37-5 as they are now, or may hereafter be amended, containing estimates of the revenues available before the beginning of the fiscal year to which it applies together with recommended expenditures for the municipality and all of its boards, commissions and departments. The budget shall be adopted prior to May 1 of each fiscal year.
Copies of the tentative annual budget shall be made available for public inspection in printed or typewritten form in the office of the City Clerk for at least 10 days prior to the passage of the annual budget. No less than one week after the budget is available for inspection, and prior to final action on the budget, at least one public hearing shall be held on the budget by the City Council. Notice of this hearing shall be given by publication in a newspaper having a general circulation in the City at least one week prior to the time of hearing.

The City Council may delegate authority to heads of municipal departments, boards or commissions to delete, add to, or change items previously budgeted to the department, board or commission, subject to such limitation or requirement for prior approval by the City Administrator or, in lieu thereof, the Director of Public Services as the City Council, upon a two-thirds vote of the members, may establish. The annual budget may be revised by a vote of 2/3 of the City Council by deleting, adding to, or changing budgeted items. No revision of the budget shall be made increasing the budget in the event funds are not available to effectuate the purpose of the revision.
