It is unlawful for any person to construct, alter or extend any manufactured
home park or stage thereof within the corporate limits of the City
unless he holds a valid construction permit issued by the Zoning Officer
for the specific construction, alteration or extension proposed. Plans
and specifications for the manufactured home park, buildings and facilities
must be prepared by a professional engineer or architect.
B.Â
The applicant shall submit four copies of the application for construction
permit to the Zoning Officer. All applications shall include:
(1)Â
Name and address of the applicant.
(2)Â
Location and legal description of the tract of land in question.
(3)Â
A nonrefundable inspection fee as set forth in the fee schedule for
each lot proposed to be included in the construction, alteration or
expansion of the manufactured home park.

A.Â
Plan requirements.
(1)Â
Except as required in Subsection C of this section, all applications for a construction permit shall be accompanied by eight copies of the site plan, which shall contain the following information:
(a)Â
The area and dimensions of the tract of land.
(b)Â
The number, location and size of all manufactured home lots.
(c)Â
The location, width and type of surface material of all park
streets, walkways and driveways.
(d)Â
The location and size of water and sewer lines.
(e)Â
Existing topography at two-foot (or one-half-meter) contour
intervals.
(f)Â
Boundaries and sequence of completing any stages of development,
if any, of the manufactured home park.
(g)Â
The location and type of fire hydrants.
(h)Â
The location of all underground utilities such as telephone
cables, gas mains and TV cables.
(i)Â
The location of stormwater drainageways and detention/retention
facilities.
(j)Â
An erosion control plan.
(k)Â
Location of required recreation area.
(l)Â
Location of any manufactured home park service buildings and
storm shelters.
(2)Â
Site plans shall be drawn on paper not more than 24 inches by 36
inches, in a manner allowing clear and legible prints to be made from
such plan using the scale of one inch equals not more than 20 feet.
"As built" plans shall be drawn on Mylar not more than 24 inches by
36 inches. Metric equivalents shall be accepted.

Upon review of the site plan, as provided in § 203-5, the Council shall approve or disapprove such plan as presented, or approve it subject to reasonable modifications.

The Water Superintendent and Fire Chief shall review all documents
and submit their findings to the Zoning Officer.
C.Â
The Commission shall hold a public hearing on the manufactured home
site plan and shall provide at least ten-day notice of such public
hearing.

Approved site plans or portions thereof which have expired three
years after approval by the City Council may be extended by action
of the City Council.
A.Â
Upon receipt of the building and related plans, they shall be reviewed
for code compliance with the building, fire and other applicable codes.
B.Â
Approval of the plans, except those dealing with manufactured home
stands and service utilities, shall not affect the Zoning Officer's
recommendation to the Council regarding the site plan and subsequent
action by the Council.
C.Â
Fee for review of construction plans and specifications. The cost
incurred by the Commission and Water Department for the review of
the construction plans and specifications for streets, sewers and
water mains and for the inspection of the same manufactured home park
shall be paid by the applicant. Such costs shall be equal to the actual
cost incurred by the Commission and Water Department in labor, materials,
transportation and overhead for such review and inspection as calculated
by the Zoning Officer. At the time such plans and specifications are
filed with the Zoning Officer, the applicant shall pay a fee of 2%
of the cost, as estimated by the Zoning Officer, of such streets,
sewers and water mains; such fee shall be applied as a credit against
the actual cost incurred by the Commission and Water Department for
the review of such plans and the inspection of such improvements.
The balance of such actual cost shall be paid to the City by the applicant
at the time that such review and inspection has been completed by
the Zoning Officer and Water Department. All such improvements to
be installed under the provisions of this code shall be inspected
by the Zoning Officer and Water Department during the course of construction.

Within three years after the approval of the site plan, the applicant shall submit four copies of construction plans prepared by an Illinois licensed professional engineer for all or any stage of land included in the application described in § 203-3. These plans shall be consistent with the approved site plan and shall contain:
(1)Â
The area and dimension of land tract.
(2)Â
The number, location and size of all manufactured home lots.
(3)Â
The location, width and type of surface material of all park streets,
walkways, driveways.
(4)Â
The location of water, sewer lines, services and types of materials.
(5)Â
Specifications of the water distribution and sewer facilities located
within the manufactured home park, including a profile showing elevations
and grades of such improvements.
(6)Â
Locations, plans and specifications of all permanent buildings to
be constructed or placed within the manufactured home park, which
are signed and sealed by an Illinois licensed professional architect
or engineer.
(7)Â
Plans or specifications of the streetlighting system and the location
of easements and the source of power or other electrical systems.
(8)Â
The typical location, size, type of material and elevation for each
manufactured home stand.
(9)Â
The location and size of required retention areas.
(10)Â
An erosion control plan shall also be provided.
C.Â
The officials enumerated in the section above shall review the documents
and submit their findings and recommendations to the Zoning Officer.
The Zoning Officer shall review these recommendations and shall approve
or disapprove the plans presented or with reasonable modifications
approve or disapprove the plans. Upon approval of the plans, the Zoning
Officer shall issue a construction permit and any permits for City-maintained
facilities to the applicant.
E.Â
Construction permits, for the manufactured home park only, shall
be valid for a time frame not to exceed three years from the date
of issuance.
F.Â
The Zoning Officer may grant reinstatements or extensions of construction
permits.

G.Â
The applicant shall be allowed to appear before the Council in person
or by attorney and present his reasons for contesting the decision
of the Commission. After hearing the matter, the Council may approve
the decision of the Commission in whole, in part or as modified, or
may reverse it.
The issuance of a permit does not relieve the applicant from securing any other permit required or from complying with Chapter 315, Zoning, or any other ordinance of the City. Permits required by each of the applicable codes shall be obtained prior to any corresponding work being started.
The Zoning Officer shall inspect the manufactured home park and approve or disapprove occupancy. Upon approval, the City Clerk shall issue a manufactured home park license to the person or agent thereof in accordance with Article III.
