Powers and duties were delegated to the Planning Commission by the Electors of the City of Marceline on the 26th day of April, 1965, in accordance with Chapter 89, Sections 89.300 through 89.491, RSMo., and any acts amendatory thereof or supplementary thereto. The Commission shall also have and perform all of the functions of the Zoning Commission provided for in Chapter 89, Sections 89.010 to 89.250, RSMo.

A. 
The Planning Commission shall consist of seven (7) citizen members, appointed by the Mayor and approved by the City Council, and:
1. 
The Mayor, if the Mayor chooses to be a member;
2. 
A member of the City Council selected by the Council, if the Council chooses to have a member serve on the Commission;
3. 
The City Manager shall be a non-voting ex officio member of the Commission.

All citizen members of the Commission shall serve without compensation. The term of each of the citizen members shall be for four (4) years, except that the terms of the citizen members first appointed shall be for varying periods so that succeeding terms will be staggered.

The Council may remove any citizen member for cause stated in writing and after public hearing and such removal shall constitute a vacancy to be filled. In the event of a vacancy created by resignation, death or otherwise, the vacancy shall be filled in the same manner as original appointment were made, and such vacancy shall be filled only for the unexpired term.

The annual meeting of the Planning Commission shall be the first regular meeting in the month of January each year. Such meeting shall be devoted to the election of its Chairman and Secretary from its citizen members to serve in that capacity for a one-year term with eligibility for reelection. This meeting shall also require the inspection and reaffirmation of the bylaws as adopted by the Commission.

All other meetings of the Commission shall be called by the Chairman at such times and places and upon such occasions as the Chairman shall deem advisable, provided that the City Manager may call a special meeting of the Board on any occasion. Meetings and special meetings shall be conducted as provided by rule and shall adopt rules for the transaction of business and a record of it proceedings. These records shall be public records.

A quorum shall consist of four (4) citizen members of the Commission. No business of the Board shall be conducted unless a quorum shall be in attendance, provided that all decisions shall be determined by majority vote of members in attendance.
