No person shall drive, operate or control any motor vehicle as a public taxicab or public passenger vehicle not operating along a fixed route without first having obtained a license therefor, as is herein provided. The annual fee shall be $20 for each person.
Applications for such licenses shall state whether the applicant is licensed as a chauffeur under the state law, and the name of the employer or prospective employer of the applicant.
No such license shall be issued to any but a person of good character, and who is competent to operate a motor vehicle on the streets of the municipality. The Chief of Police shall make, or cause to be made, an investigation into the character and ability of the applicant before a license shall be issued.
Every person so licensed shall be provided with a certificate which shall contain a number identifying such person, and such person shall display this certificate in a conspicuous place in the vehicle at all times while operating a public passenger vehicle.
Any such license may be revoked for the commission of a felony by the licensee; or for any violation of traffic rules, or driving while intoxicated, or for any violations of the ordinances relating to taxicabs or chauffeurs.
