(A) 
No person, firm or entity shall engage in the scavenger business without first obtaining a license.
(B) 
For purposes of this article, the term "scavenger" shall include any business which collects or disposes for final disposition garbage, refuse, and ashes as those terms are defined in Section 11-19-2 of the Illinois Municipal Code (65 ILCS 5/11-19-2).
(C) 
No person, firm or entity shall be allowed to engage in the operation of storing any garbage, refuse or ashes unless incidental to the operation of a lawful business (other than a scavenger business) or incidental to a residential use of property. The City Council may limit the number of scavenger licenses issued. No person, firm or entity shall be allowed to operate a waste transfer station in the City.
The annual license fee for scavengers is $200.
All vehicles used by any scavenger shall be watertight, equipped with airtight covers and shall otherwise be operated so as not to create a nuisance.

It shall be unlawful for any person to collect garbage, landscape waste or recyclables from a single-family or two-family residential structure except pursuant to a current scavenger franchise agreement with the City.
