As used in this article, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Every self-propelled device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power.
It shall be unlawful for any person residing in the City, or for any person, firm, association or corporation having a principal office or place of business in the City, to use, house, situate, locate or base, keep, or register any motor vehicle in the City, or to cause or permit any agent or employee to use any motor vehicle in the transportation of persons or property or the conveyance of loads in the City or upon the streets and avenues of this City unless such motor vehicle is licensed as hereinafter provided.
Any person, firm, association, or corporation desiring a license for any such motor vehicle shall file an application therefor with the City Clerk upon a form provided by him, setting forth the name and address of the applicant, the description of the motor vehicle, and the state license number thereof, and such other information as may be prescribed. Such license shall be issued upon the payment by the applicant of a license fee, as hereinafter provided, to the City Clerk, and shall authorize the use of such motor vehicle within the City until the expiration of such license.

(A) 
The annual license fee for each motor vehicle subject to licensure under this article shall be as follows:
(1) 
For each motor bicycle, moped, scooter or motorcycle: $16.
(2) 
For each motor vehicle which is designed and used for the carrying of not more than 10 persons: $20.
(3) 
For each motor vehicle for the carrying of not more than 10 persons which is designed and used, owned and principally used by a person of the age of 65 years or more: $10.
(4) 
For each motor vehicle which is designed and used for the pulling or carrying of freight, and each motor vehicle which is designed and used for the carrying of more than 10 persons:
(a) 
Having a gross weight of 8,000 pounds or less, including weight of vehicle and maximum load: $33.
(b) 
Having a gross weight of more than 8,000 pounds, and not more than 14,000 pounds, including weight of vehicle and maximum load: $43.
(c) 
Having a gross weight of more than 14,000 pounds, including weight of vehicle and maximum load: $54.
(5) 
For a transfer of a motor vehicle license and issuance of a new one, upon surrender of the license previously used, and provided said different vehicle is owned by the same person and is of the same class: $3.
(B) 
The following persons shall be entitled to one passenger vehicle license without charge:
(1) 
Non-paid Commissioners of the Playground and Recreation Board.[1]

(2) 
Non-paid Directors of the Library Board.
(3) 
The surviving spouse of a policeman, fireman, or Public Works Department employee who has died in the line of duty, as long as said spouse remains a resident of the City.
(C) 
The City Clerk or Collector may require any applicant to provide a statement, under oath, setting forth his age, address, and number of automobiles owned or subject to licensure hereunder. A person aged 65 or older is entitled to a reduced license fee of $7 for one automobile owned and principally used by him.

(A) 
Vehicle licenses shall be valid from each July 1 of a calendar year to June 30 of the following calendar year.
(B) 
Persons seeking to acquire a vehicle license shall pay the annual license fee prescribed in § 11.463 prior to the commencement of the upcoming license year. Except as otherwise provided below, there shall be imposed a late fee in the amount of 100% of the applicable annual license fee on those persons purchasing a vehicle license after the commencement of the license year.
(C) 
Persons seeking to acquire a vehicle license for a vehicle purchased or otherwise becoming otherwise subject to licensure after the commencement of a license year shall pay the annual license fee prescribed in § 11.463 no later than 30 days following the date of purchase of the vehicle or the date the vehicle becomes subject to licensure under this article. Except as otherwise provided below, there shall be imposed a late fee in the amount of 100% of the applicable annual license fee on those persons purchasing a vehicle license after the thirty-day date specified above.
(D) 
Notwithstanding anything herein to the contrary, persons seeking to acquire a vehicle license for a vehicle purchased or otherwise becoming subject to licensure after the commencement of the current license year, and on or after January 1 of the license year, shall pay 50% of the annual license fee prescribed in § 11.463 no later than 30 days following the date of purchase of the vehicle or the date the vehicle becomes subject to licensure under this article. There shall be imposed a late fee in the amount of 100% of the applicable annual license fee on those persons purchasing a vehicle license after the thirty-day date specified above. The City Collector may require a statement under oath or other evidence sufficient to show a person's eligibility for a reduced fee.
(A) 
Upon application and payment of the required fee, the City Clerk shall issue a vehicle sticker for the current year in which the license is issued. It shall be unlawful for any motor vehicle, although duly licensed, to be used or parked upon the streets or public thoroughfares unless one current vehicle sticker is displayed or otherwise attached to the lower right side of the motor vehicle's windshield.
(B) 
It shall be the duty of the applicant to remove all expired vehicle stickers from his windshield. It shall be unlawful for any motor vehicle to display an expired vehicle sticker on its windshield while parked upon the streets or public thoroughfares.
Immediately upon the sale or transfer of any motor vehicle which has been licensed as provided above prior to the date of such sale or transfer, the vendor or transferrer shall remove the license tag or sticker from the motor vehicle so sold or transferred, and the license so issued for such motor vehicle shall cease to apply to said motor vehicle from such date, and the purchaser or transferee thereof shall apply to said motor vehicle from such date, and the purchaser or transferee thereof shall apply to the City Clerk for a new license therefor, as above provided. Upon a showing to the City Clerk that said tag or sticker has been so removed from such sold or transferred motor vehicle, the City Clerk may issue a new tag bearing a new number, which shall apply to and be assigned to any other vehicle of the same class owned by said vendor or transferrer; except as above provided, no tag or sticker issued for or assigned to any motor vehicle shall be used for or attached to or upon another and different motor vehicle. There shall be a transfer charge of $3.
