There shall be a Department of Administration and Finance, the head of which shall be the Municipal Administrator.
The office of Municipal Administrator is hereby created in and for the Township of Egg Harbor pursuant to the provisions of this article and by virtue of N.J.S.A. 40A:9-136 et seq.
A. 
The Municipal Administrator shall be appointed by the Township Committee, and the term of office shall be served at the pleasure of the Township Committee.
B. 
Any vacancy in this office shall be filed by appointment of the Township Committee.
C. 
During the absence or disability of the duly appointed Municipal Administrator, the Township Committee may, by resolution, appoint an officer or regular employee of the Township to perform such duties of the Municipal Administrator during such absence or disability. Such absence or disability shall be limited to three months, after which time such absence or disability may be deemed a vacancy.
D. 
The Municipal Administrator may be removed by a 2/3 vote of the Township Committee. The resolution of removal shall become effective three months after its adoption by the Township Committee. The Township Committee may provide in the resolution that it shall have immediate effect; provided, however, that the Township Committee shall cause to be paid to the Municipal Administrator forthwith any unpaid balances of the salary and the salary for the next three calendar months following adoption of the resolution. The amount of the termination benefit or notice provided for herein shall be determined by contract between the Township and the Administrator.
E. 
In the event of removal or resignation of the Municipal Administrator, the Township may, by resolution, appoint an officer or other employee of the municipality as Acting Administrator to serve at the pleasure of the Township Committee until a permanent Municipal Administrator is appointed. Removal of an Acting Administrator shall be by majority vote of the Township Committee.
F. 
The Municipal Administrator shall be chosen solely on the basis of his or her executive and administrative qualifications, with special reference to actual training in governmental affairs, education, experience and training, as evidenced by a degree from a recognized four-year college and by actual experience as a business administrator or assistant administrator.
G. 
The Municipal Administrator shall receive as salary such sums as may be fixed and adopted by the Township Committee in its Annual Salary Ordinance.[1]

H. 
The Municipal Administrator shall be the chief administrative officer of the Township of Egg Harbor and shall be responsible to the Township Committee as a whole for the proper and efficient administration of the business affairs of the Township. The Municipal Administrator's duties and responsibilities shall relate to the general management of all Township business, excepting therefrom those duties and responsibilities conferred upon other Township officials by state statute, or other applicable laws, rules and regulations promulgated by state and county agencies, case decision or ordinance of the Township of Egg Harbor.
I. 
The Municipal Administrator shall have and exercise the following duties:
(1) 
He shall supervise and direct the business activities of all departments, including the direction of central purchasing. Such actions taken shall be upon the approval and direction of the Township Committee. The authority of the Township Committee to supervise the administration of all departments shall be transmitted through the Municipal Administrator, and all subordinate employees of the Township shall be responsible to this authority.
(2) 
He shall recommend, implement and enforce the procedures and policies of the Township Committee for the coordination, compilation, addition and prompt dissemination and release of public information as approved by the Township Committee.
(3) 
He shall serve as the personnel officer of the Township and as such shall study, recommend, implement and enforce personnel, organization and policy of the Township and its departments after consultation with department heads and the Township Committee and approval of the Township Committee. He shall be responsible for the maintenance of personnel records of all Township employees.
(4) 
He shall recommend to the Township Committee adoption of such measures as he may deem necessary or expedient for the health, safety or welfare of the community or for the improvement of services of the Township and shall recommend the nature and location of public improvements authorized by the Township Committee.
(5) 
He shall prepare and submit to the Township, before the close of the fiscal year, or on such alternate date as the Township shall determine, a proposed budget for the next fiscal year and an explanatory budget message. In preparing the proposed budget, the Municipal Administrator shall obtain from the head of each department, agency, board or office estimates of revenues and expenditures and other supporting data as he requests. The Municipal Administrator shall review such estimates and may revise them before submitting the proposed estimated budget to the Township Committee.
(6) 
As a representative of the Township Committee, he shall investigate all complaints in relation to matters concerning the administration of the government of the Township and in regard to services maintained by the public utilities in the Township and shall see that all franchises, permits and privileges granted by the Township are faithfully observed. He shall receive and reply to all inquiries and complaints concerning Township business and provide information, assistance and remedy or cause to be remedied to the source of any just complaint with approval of the Township Committee.
(7) 
He shall prescribe and enforce rules and regulations for the efficient management of Township government, subject to this article and the general ordinances of the Township.
(8) 
He shall attend all meetings of the Township Committee and other committees as directed and shall be permitted to take part in the discussion. He shall receive notice of all regular and special meetings of the Township Committee and all advisory committees.
(9) 
He shall prepare the work session agenda for each meeting of the Township Committee and supply facts pertinent thereto and deliver the same to the Township Committee 48 hours preceding work session meetings.
(10) 
He shall negotiate contracts for the Township, as authorized by and subject to approval of the Township Committee. He shall ensure that all terms and conditions favorable to the Township of any statute or contract are faithfully kept and performed and, upon knowledge of any violation, shall call the same to the attention of the Township Committee.
(11) 
He shall keep the Township Committee informed as to the conduct of the Township's affairs, submit periodic reports, either in writing or orally, on the condition of the Township's finances and such other reports, either in writing or orally, as the Township Committee shall request and shall make such recommendations to the Township Committee as he deems necessary and advisable for the welfare of the Township.
(12) 
He shall submit to the Township Committee as soon as possible after the close of the calendar year a complete written report on the administrative activities of the Township for the preceding year.
(13) 
As personnel officer, he shall establish working personnel, vacation and sick leave schedules; maintain appropriate reports and records of all employees; coordinate the processes of appointing personnel with the municipal department; serve as liaison officer for the Township Committee; submit names of qualified individuals for approval by the Township Committee whenever necessary to fill vacancies in administrative positions that are required by law to be appointments of the Township Committee; develop and administer the personnel program and policies, active recruitment of needed personnel, in-service training programs developed by interviewing department heads and personnel and a complete system of personnel records of municipal officers and employees; develop a retirement policy, including information regarding benefits and an analysis of potential retirees; study, recommend, implement and enforce personnel organization and policy of the Township Committee after consultation with department heads; and establish performance standards to evaluate personnel and submit a written report annually to the Township Committee.
(14) 
All complaints regarding services or personnel of the Township shall be referred to the Municipal Administrator. He shall investigate and dispose of all such complaints, and the Municipal Administrator shall keep a written record of such complaints and when and what action was taken in response thereto and provide to the Township Committee a copy thereof.
(15) 
He shall maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.
(16) 
He shall keep the Township Committee informed as to federal and state aid projects and any other aid programs for which the Township may qualify.
(17) 
The Municipal Administrator shall perform such other duties as may be required by the Township Committee, consistent with the laws of the State of New Jersey or the Township.
(18) 
The Municipal Administrator shall, before separation from the Township, render a report on all activities of the Township from the date of his last report to the date of his separation.
(19) 
The Municipal Administrator, with the approval of the Township Committee, shall arrange for such insurance and suretyship coverage as may be required by the Township to protect it against risks of loss from whatever causes. All insurance policies and all official surety bonds shall be filed for safekeeping with the Township Clerk. He shall analyze the Township's insurance program to determine proper coverage and to study the feasibility of self-insurance.
(20) 
The Municipal Administrator shall have custody, management and control of all Township property which is not otherwise allocated or assigned to a department by the code.
J. 
The Municipal Administrator shall supervise the administration, personnel, purchasing and budgetary process.
(1) 
The Municipal Administrator shall undertake with personnel matters the following:
(a) 
Establish working personnel, vacation and sick leave schedules.
(b) 
Maintain appropriate reports and records of all employees.
(c) 
Coordinate the processes of appointing personnel within the municipal departments.
(d) 
Submit names of qualified individuals for approval by the Township Committee to fill vacancies in administrative positions that are required to be appointed. The Municipal Administrator may recommend the removal or suspension of any such appointee when it would be in the best interest of the Township. Recommendations for appointments or removal shall be based solely on merit, qualification or disqualification of the person concerned without regard to that person's political beliefs or affiliations.
(e) 
Develop and administer the personnel program and policies, including up-to-date job classifications and pay plans, active recruitment of needed personnel, in-service training programs developed by interviewing department heads and personnel and a complete system of personnel records of municipal officers and employees; and develop a retirement policy, including information regarding benefits and analysis of potential retirees.
(f) 
Study, recommend, implement and enforce personnel organization and policy of the Township Committee after consultation with department heads.
(g) 
Establish performance standards to evaluate personnel and submit a written report annually to the Township Committee.
(2) 
Concerning purchasing, the Municipal Administrator shall undertake the following:
(a) 
Maintain a central purchasing system and serve as purchasing agent for the Township. As such, he shall supervise the purchase of all materials, supplies and equipment for which funds are provided in the budget or as otherwise provided by law. Within the limits of applicable Township ordinances, the Administrator may issue such rules governing procedures within the administrative organization as the Township Committee may approve.
(b) 
Approve all bills and vouchers for payment prior to final approval by the Township Committee.
(c) 
Direct and supervise, in his position as purchasing agent, the purchase of all materials, supplies, equipment, work and labor under contract required by any department, office or agency of the Township.
(d) 
Maintain proper purchasing and requisitioning procedures.
(e) 
Establish and enforce standards for all materials, supplies and equipment to be purchased for the municipality. He shall inspect deliveries to determine their quality, quantity and compliance with the specifications and standards and shall accept or reject deliveries upon his inspection.
(f) 
Maintain a receiving procedure and control any general storeroom or stockroom. He shall authorize any transfer of supplies, materials and equipment between departments and offices and, with the Township Committee's authorization, he shall sell surplus, obsolete, unused or waste supplies, materials and equipment.
(g) 
Study, recommend, implement and enforce procedure and policy of the Township Committee for requisition, purchase, inspection, receipt, storage, distribution, internal transfer and disposal of and standards and specifications and payment for supplies, materials and equipment after consultation with department heads.
(3) 
The Municipal Administrator shall undertake the following with regard to the budget:
(a) 
Budget preparation.
[1] 
The budget shall be prepared under the direction of the Administrator. During the month of September, the Administrator shall require all department heads and agencies to submit requests for appropriations for the ensuing budget calendar year. During the month of October, the Administrator shall review budget requests and shall discuss with the department heads the budget items. The Administrator shall submit by January 1 of that budgetary year, for review of the Township Committee, a budgetary recommendation, additional explanatory material and a proposed budgetary message.
[2] 
A budget document shall be prepared in such form as is required by law for municipal budgets. There shall be appended to the budget a detailed analysis of all items of expenditure and revenue. Such analysis shall include a comparison of the total number of positions of each class and grade to be authorized by the budget with the actual number thereof employed at the beginning and ending of the preceding budget period. So far as practicable, such analysis shall include appropriate statements of the cost of performance of functional programs and activities in terms of quantitative countable units of work for operating and capital expenditures.

The Township Committee may increase or decrease any item or items in the municipal budget as recommended by the Administrator.
(b) 
Budget operation.
[1] 
The Administrator shall supervise the administration of each annual budget. In consultation with the Treasurer, he shall establish monthly encumbrance reports of appropriations for each department. Each department shall plan and administer its expenditure program within the limits of its appropriated budget items.
[2] 
If at any time during the budget year the Administrator shall ascertain that the Township will not be able to meet its budgetary line items during the course of each year, he shall make recommendations from time to time as are necessary to conform to the budget process and recommend such transfers as are permissible during the last two months of each budget year.
K. 
Nothing in this article shall derogate from or authorize the Municipal Administrator to exercise the powers and duties of the elected and appointed officials of the Township, including statutory rights under N.J.S.A. 40A:9-133 et seq.
L. 
Deputy Municipal Administrator. The Deputy shall assist the Municipal Administrator in the performance of the duties of the Municipal Administrator. The Municipal Administrator may appoint the Deputy as Acting Administrator during such times and specific periods when the Municipal Administrator may be out of state or disabled. During this period of time, the Deputy shall have all of the powers and perform all of the duties of the Municipal Administrator.

Within the Department of Administration and Finance there shall be an Office of the Township Clerk, the head of which shall be the Township Clerk. The Clerk shall be appointed and hold office pursuant to N.J.S.A. 40A:9-133 et seq.
A. 
The Clerk shall serve as Township Clerk of the Township Committee and attend all meetings of the Committee and keep minutes of the proceedings of the Committee.
B. 
The Office of the Township Clerk shall:
(1) 
Exercise and discharge the functions, powers and duties of the Township Clerk as prescribed by law.
(2) 
Install and supervise such management procedures, reports and controls as shall be approved or required by the Administrator.
(3) 
Operate and control a central mail facility for the receipt, delivery, dispatch and distribution of Township mail and shipping and receiving merchandise via mail.
(4) 
Operate and maintain a central switchboard for telephone service to all Township offices, other than the police, fire and rescue emergencies, and a central duplicating service for the various offices.
(5) 
At the close of each year, with the advice and assistance of the Township Attorney, bind, compile or codify all the ordinances and resolutions, or true copies thereof, which then remain in force and effect. The Township Clerk shall also properly index the record books, compilation or codification of ordinances and resolutions.
C. 
The Township Clerk shall engross all ordinances and all resolutions of a permanent character in books to be provided for that purpose. After each ordinance, the Township Clerk shall also engross and certify the proof of publication thereof as required by law. Each ordinance and resolution so engrossed shall be signed by the Township Clerk, who shall attest that it was duly adopted upon the date stated, and, when so signed, the engrossed copy shall be deemed to be a public record of the ordinance or resolution. Any omission by the Clerk to engross, sign and certify as herein required shall not impair or affect the validity of any ordinance which has been duly adopted.

D. 
The Township Clerk is designated as the custodian of public records. The custodian shall be responsible for compliance with N.J.S.A. 47:1A-1 et seq., establish a policy, develop and maintain forms, and designate and train deputies within all other Township departments and offices to ensure compliance.

First page through and including tenth page: $0.75; eleventh page through and including twentieth page: $0.50; all pages 21 and over: $0.25.
(b) 
Requests for police accident reports, not made in person, shall be assessed an additional fee as follows:

For single sheets in the sizes as indicated the charges shall be:

(2) 
Fees for extraordinary requests. Whenever the nature, format, manner of collation or volume of a government record embodied in the form of printed matter to be inspected, examined or copied is such that the record cannot be reproduced by ordinary document-copying equipment in ordinary business size or involves an extraordinary expenditure of time and effort to accommodate the request, the Township may charge, in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and shall be based upon the actual direct cost of providing the copy or copies.
(3) 
The special service charge shall be the direct cost to reproduce a public record when the custodian determines that the Township does not have the capabilities to satisfy the request and/or the request involves an extraordinary expenditure of time and effort to accommodate the request.
(a) 
The custodian shall arrange for duplication of a public record and may utilize informal bidding techniques in determining the value of a direct cost. The special service charge shall be reviewed and approved by the requestor, in advance. The requestor will be responsible for making payments directly to the provider.
(b) 
The custodian shall determine the cost for extraordinary expenditures of time and effort by utilizing Township personnel best suited and in accordance with appropriate collective bargaining agreements. The custodian will endeavor to find the least expensive means to accommodate a request when utilizing Township personnel. The special service charge shall be reviewed and approved by the requestor, in advance. The requestor will be responsible for making payment, in full, at the time the public record(s) as requested is supplied.
(c) 
Public records shall be provided in the medium requested based upon the Township's capabilities. If the Township does not have the ability to supply a public record in the medium requested, the custodian shall supply a copy in some other meaningful medium or convert the record to the medium requested. In those instances where a record is requested in a medium not routinely used by the Township, not routinely developed or maintained by the Township, or requiring a substantial amount of manipulation or programming of information technology, the Township shall charge a special service charge in addition to the actual cost of duplication. The custodian shall not be required to satisfy a request through any medium that would render harm, violate any licensing agreements or jeopardize the security of any computer hardware or software and shall find other acceptable mediums to satisfy a request.
(4) 
A deposit of 25% of the estimated cost to satisfy a request in excess of $5 shall be required from any party requesting a public record anonymously. The amount of the deposit will be used to reduce the balance of the costs to obtain the public record.
(5) 
Any request for a public record which is denied by the custodian or has not been answered within seven days and deemed a denial, shall be entitled to challenge the denial as provided in N.J.S.A. 47:1A-6.
E. 
The Clerk shall cause the Corporate Seal of the Township to be affixed to instruments and writings when authorized by ordinance or resolution of the Committee or when necessary to exemplify any document on record in the Township Clerk's office, or to certify any act or paper which from the records in the Clerk's office shall appear to have been a public act of the Township or a public document. The Township Clerk shall not affix said Seal or cause or permit it to be affixed to any other instrument or writing or other paper, unless required by law or ordinance.
F. 
The Township Clerk, subject to the supervision of the Administrator, shall:
(1) 
Be the depositary and custodian of all official surety bonds furnished by or on account of any officer or employee, except the Clerk's bond, which shall be placed in the custody of the Treasurer; of all insurance policies upon or with respect to risks insured for the benefit of the Township or to protect it against any claim, demand or liability whatsoever; and all formal contracts for work, labor, services, supplies, equipment and materials to which the Township may be a party.
(2) 
Be the depository for and have custody of all performance bonds running to the Township as obligee, or any other form of security given by any contractor, subdivision developer or other person on account of work done or to be done in or for the Township.
(3) 
Have custody of all leases of property owned by the Township.
(4) 
Report to the Administrator, at such time as the Administrator may require, on the coverage, expiration date and premium of each surety bond and contract of insurance; the nature and terms of outstanding leases; the rent reserved by each and their respective expiration dates.
G. 
The Township Clerk shall maintain a current compilation of all administrative rules and regulations, which shall be available for public inspection in the Clerk's office during business hours. No rule or general regulation made by any department, officer, agency or authority of the Township, except such as relates to the organization or internal management of the Township government or a part thereof, shall take effect until it is filed with the Township Clerk.
H. 
The Township Clerk shall perform all the functions required by the General Election Law (Title 19 of the Statutes Annotated) and any other law or ordinance.
I. 
The Township Clerk shall prepare and maintain all alcohol beverage licenses and correspondences.
J. 
The Township Clerk shall serve as Assessment Search Officer.
K.

L. 
The Township Clerk shall have such other different and additional functions, powers and duties as may be prescribed by law or ordinance or delegated by the Township Committee or Administrator.
M. 
The Township Clerk shall have the power to administer oaths in all matters concerning Township business.
N. 
Deputy Township Clerk. There is hereby created the position of the Deputy Township Clerk. The Deputy Township Clerk shall have all the powers and perform all the duties of the Township Clerk during such times and specific periods as the Township Clerk shall be absent, on vacation or on leave of absence granted by the Township Committee. The Deputy shall assist the Clerk in the performance of the duties as the Township Committee may from time to time prescribe. The term of office of the Deputy Township Clerk shall be until January 1 following the Deputy's appointment, and then for the term of one year from January 1 for each succeeding year.
Within the Department of Administration and Finance there shall be a Division of the Treasury, the head of which shall be the Treasurer. The Treasurer shall be the Chief Financial Officer of the Township and be a Certified Municipal Finance Officer to carry out the responsibilities set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.) and N.J.S.A. 40A:9-140.1 et seq., as amended.
A. 
The Treasurer shall have, perform and exercise all of the functions, powers and duties prescribed by general law and Township ordinance. The Treasurer shall:
(1) 
Keep and maintain books and records of all financial transactions of the Township in accordance with the standards and requirements of the Division of Local Government in the Department of Community Affairs of the State of New Jersey.
(2) 
Have custody of all public moneys of the Township and make monthly reports to the Township Committee and Administrator of all receipts, expenditures, commitments and unexpected appropriations.
(3) 
Control all expenditures to assure that budget appropriations are not exceeded.
(4) 
Have custody of all investments and invested funds of the Township in session of the Township in a fiduciary capacity, except as otherwise provided by law, and keep such funds and all moneys of the Township not required for current operations safely invested or deposited in interest-bearing accounts as may be recommended by the Administrator.
B. 
All moneys received from any source by or on behalf of the Township or any department, division, board, office or agency, except as otherwise provided by ordinance, shall be deposited within 48 hours or paid to the Treasurer, who shall, by the next ensuing bank day after their receipt, deposit them to the credit of the Township in the authorized depository of the Township to the credit of the proper account.
C. 
The Treasurer shall maintain and operate a central payroll system covering all employees paid from Township appropriations in such form and following such procedures as shall be prescribed or approved by the Administrator.
D. 
Deputy Treasurer. There is hereby created the position of Deputy Treasurer, who shall be appointed by the Township Committee for a term of one year. The Deputy Treasurer shall assist the Treasurer in the performance of the duties of the Treasurer. During the illness, absence, disability or vacation of the Treasurer, the Deputy Treasurer shall perform all of the duties required and shall have all of the powers of the Treasurer as provided by the statutes of this state, the ordinances of the Township and as may be required by the Township Committee or Administrator from time to time.
Within the Department of Administration and Finance, there shall be a Division of Tax Collections, the head of which shall be the Tax Collector. The Tax Collector shall be appointed and hold office pursuant to N.J.S.A. 40A:9-141 et seq.
A. 
The Tax Collector shall have, perform and exercise all of the functions, powers and duties provided by law relating to the Municipal Tax Collector or any ordinance adopted by the Township Committee. The Tax Collector shall:
(1) 
Receive and collect all taxes levied and assessed by the Township and all moneys due from any source to the Township, except as may be otherwise ordered by the Administrator.
(2) 
Enforce the payment of delinquent taxes by such means as are provided by law as soon as the same become delinquent and serve as municipal collector of assessments and as Municipal Tax Search Officer.
(3) 
Deposit, to the credit of the Township, in an authorized public depository, to the credit of the proper account, all receipt and collections of the Division.
(4) 
Keep proper records and report to the Township Committee and Administrator at least once a month all receipts and deposits made by him and in such report account for all moneys for which the Collector is responsible.
B. 
The Tax Collector shall maintain a record of all real property which the Township may acquire, sell or lease. The records shall be in such form and contain such information as the Division of Local Government in the Department of Community Affairs of the State of New Jersey shall prescribe. It shall be available for inspection in the office of the Tax Collector.
C. 
Deputy Tax Collector. The Deputy Tax Collector shall assist the Tax Collector in the performance of the duties of the Tax Collector. During the illness, absence or disability of the Tax Collector, the Deputy Tax Collector shall perform all of the duties required and shall have all of the powers of the office of Tax Collector as provided by the statutes of this state, the ordinances of the Township and as may be required by the Administrator.
D. 
Deputy Tax Searcher. The Deputy Tax Searcher shall assist the Tax Search Officer in the performance of the duties of the Tax Search Officer. During the illness, absence or disability of the Tax Search Officer, the Deputy Tax Searcher shall perform all of the duties required and shall have all of the powers of the office of the Tax Search Officer as provided by the statutes of this state, the ordinances of the Township and as may be required by the Administrator.
E. 
Municipal liens; payments from insurance proceeds.
(1) 
Payment of municipal liens required. No insurance company shall pay a claimant any claim in excess of $2,500 for fire damages on any real property located within the Township pursuant to any fire insurance policy issued or renewed after the effective date of this section and after the filing of this section with the State Commissioner of Insurance, until such time as all taxes and assessments and all other municipal liens or charges due and payable appearing on the final certificate of search shall have been paid either by the owner of such real property or by the insurance company pursuant to Subsection E(2) or pursuant to a resolution of the Township Committee adopted pursuant to Subsection E(3) herein.
(2) 
Payment of liens by insurance company; appeals. Unless a resolution is received by an insurance company pursuant to Subsection E(3) herein, all insurance companies shall be required, prior to the payment of any claims for fire damage in excess of $2,500, to pay to the Township the amount of liens or related charges which may be certified to the insurance company, provided that if an appeal is taken on the amount of any lien or charge other than an appeal on the assessed valuation of real property, pursuant to N.J.S.A. 54:3-21, the insurance company shall withhold 75% of the full amount of the lien or charge being contested pending termination of all proceedings, at which time such moneys and all interest accruing thereon, at a rate paid on interest-bearing accounts in banking institutions or savings and loan associations in the state, shall be disbursed in accordance with the final order or judgment of the court.
(3) 
Payment of claim for restoration. The Township Committee may authorize the Tax Collector, by resolution, to enter into agreements with the owners of any fire-damaged property to pay in full all delinquent taxes, assessments or other municipal liens by installments, pursuant to N.J.S.A. 54:5-19, or for redemption of the tax sale lien by installment payments, pursuant to N.J.S.A. 54:5-7, if the Township Committee is satisfied that the claim for fire damages is to be used to restore or improve the fire-damaged property. An insurance company receiving a certified copy of any such resolution adopted by the Township Committee shall be authorized to make full payment on the claim to the insured person.
F. 
If a mortgagee, servicing organization or property tax processing organization requests a duplicate copy of a tax bill, the Tax Collector shall issue a duplicate copy of a tax bill and charge a fee of $5 for the first duplicate copy and $25 for each subsequent duplicate copy of the same tax bill in the same tax year.
G. 
Fees for certificate of redemption. It is necessary for the Tax Collector to process a number of requests for certificates of redemption. The processing of these requests involves the expenditure of administrative time and costs; and in recognition of those expenditures, it is necessary to charge an administrative fee of $25 for each request.

H. 
Tax lien certificates redemption calculations.

(1) 
In accordance with N.J.S.A. 54:5-54, the Tax Collector shall provide to any party entitled to redeem a certificate pursuant to this section (N.J.S.A. 54:5-54) two calculations of the amount required for redemption within a calendar year at no cost. For each subsequent calculation requested from the Tax Collector, there shall be a fee of $50. A request for a redemption calculation shall be made, in writing, to the Tax Collector.
(2) 
In accordance with N.J.S.A. 54:5-97.1, the Tax Collector may charge a lienholder of a tax lien of $50 for the calculation of the amount due to redeem the tax lien as required pursuant to N.J.S.A. 54:5-97.1. Any request for a redemption calculation shall specify the date to be used for the calculation, which shall be the date of the notice. Neither the Tax Collector nor the municipality shall be liable for an incorrect calculation. The fee paid to the municipality shall not become part of the lien and shall not be passed on to any party entitled to redeem pursuant to N.J.S.A. 54:5-54.
I. 
Fees for mailing tax sale notices. In accordance with N.J.S.A. 54:5-26 notwithstanding anything to the contrary, when holding a tax sale, in lieu of any two publications, notice to the property owner and to any person or entity entitled to notice of foreclosure pursuant to Section 20 of P.L. 1948, c.96 (N.J.S.A. 54:5-104.48) may be given by regular or certified mail, the costs of which shall be added to the cost of the sale in addition to those provided in N.J.S.A. 54:5-38, not to exceed $25 for each notice for a particular property.

A. 
Within the Department of Administration and Finance there shall be a Division of Assessments, the head of which shall be the Assessor. The Assessor shall have, perform and discharge all the functions, powers and duties prescribed for assessors by state statute and ordinances and shall also make appraisals of property for any municipal purpose upon direction of the Administrator.
B. 
The Assessor must possess a Tax Assessor Certificate and shall be appointed and hold office pursuant to N.J.S.A. 40A:9-146 et seq., as prescribed by law.
C. 
A Deputy Tax Assessor may be appointed by the Administrator, subject to budget appropriation by the Township Committee. The Deputy Assessor, if appointed, shall assist the Assessor in the performance of his duties and shall have the powers and perform all of the duties vested in the Assessor at such times as he shall be absent from the Township or unable to serve by reason of disability or otherwise.

A. 
Within the Department of Administration and Finance, there shall be a Division of Information Technology, the head of which shall be the Manager of Information Technology, who is under the supervision of the Municipal Administrator. This Division provides services in the following key technology areas: planning and standards; application support and integration; infrastructure; project management; and security.
B. 
Manager; qualification; authority. The Manager of Information Technology shall have experience in system analysis and programming, database and network design, and supervisory management. The Manager shall be responsible for planning, organizing and controlling overall activities of information technology. The Manager shall provide information technology support to all departments of municipal government.
C. 
Functions of the Division. The Information Technology Division shall:
(1) 
Approve all computer hardware and software for the Township;
(2) 
Provide and plan all information technology activities for the Township's departments and agencies to allow them to best serve its citizens;
(3) 
Provide technical and system support for all voice, video and data needs of all departments or agencies of the Township;
(4) 
Provide the Township's agencies and departments with a telecommunications infrastructure which connects all municipal buildings;
(5) 
Maintain the Township's network to ensure that all employees have access to the data needed to perform their duties in the most-efficient manner;
(6) 
Provide training to all Township employees;
(7) 
Coordinate and administer the Township's geographic information system;
(8) 
Design, construct and maintain metropolitan wide and local area networks;
(9) 
Provide hardware maintenance to all Township departments;
(10) 
Determine policies pertaining to information technology.

A. 
Within the Department of Administration and Finance there shall be a Division of Ambulance Services, the head of which shall be the Director of Ambulance Services, who is under the supervision of the Municipal Administrator. The Division mission is the protection and preservation of life through providing emergency medical services.
B. 
Director qualifications; authority.
(1) 
The Director of Ambulance Services shall be appointed by Township Committee. The Director of Ambulance Services shall be responsible for planning, organizing and controlling overall activities of emergency medical services throughout the Township. The Director shall have knowledge of state regulations for licensing of employees and ambulances. The Director is responsible for all reporting requirements relative to the operation of emergency medical services within the State of New Jersey.
(2) 
The Director must possess the following valid certificates: NJEMT-B; CPR; ICS 100; ICS 300; ICS 400; ICS 700 and a valid New Jersey driver's license.
C. 
Duties of Director. Under the supervision of the Municipal Administrator, the Director shall:
(1) 
Administer the work of the Division.
(2) 
Supervise and maintain division records, and collect and record data for payroll and inventory controls and cost analysis.
(3) 
Keep accurate records of the work of the Division.
(4) 
Prepare a yearly budget for expense items and capital improvements for the administration of such expenditures attendant to these duties.
(5) 
Direct and supervise all Division of Ambulance Services personnel employed by the Township.

If the individual and/or parties utilizing ambulance services is/are covered by Medicaid or Medicare, then those fees established under those programs shall be accepted. In no instance shall those individuals and/or parties be charged a rate higher than established in Subsection A above.
C. 
Outstanding fees due to the Township of Egg Harbor that have not been satisfactorily resolved within nine months from the date the service was rendered may be turned over to a third-party collection agency on the approval of the Township Committee.
