There is hereby created the Library Department for the purpose of providing Town library services.

All regular employees of the Library Department shall be in the classified service.

There is hereby created a Library Board consisting of nine members who shall be appointed by the Town Council and who shall serve without compensation. Of the nine members first appointed, three shall be appointed for one year; three for two years; and three for three years. Thereafter all appointments to the Board shall be for a term of three years. A member shall serve from the time of appointment until a successor is appointed. As far as possible, the Board shall represent a cross-section of the Town and members must be residents of the Town. The president of the Windsor Library Association shall be a member of the Board. The Town Manager and the Town librarian shall be ex-officio members of the Board. The appointments of all members currently serving are hereby ratified to continue for the balance of their respective terms.

The Board shall elect a Chairman and secretary from among its members, shall keep records, and shall hold meetings at the call of the Chairman and at such other times as the Board or Town Manager may determine. Meetings shall be held at least once every calendar quarter.

The Library Board shall advise the Town Manager in formulating library policies and objectives, recommending new library programs, promoting and publicizing library programs, reviewing the proposed library budget, enlisting public cooperation and understanding for library programs, assisting with cultural activities associated with the library, and making recommendations concerning acceptance of any bequest, devise, gift or endowment.
