Pursuant to Section 7-148 of the Connecticut General Statutes,
there is hereby established the Windsor Youth Commission for the purpose
of promoting positive youth development through education, programs,
activities, counseling and other youth-oriented services.

(a)
The Windsor Youth Commission shall consist of 11 members, nine members
appointed by the Town Council, one police representative appointed
by the Town Manager, and one youth member (under the age of 21) appointed
by the recreation department. In addition, there shall be two alternate
members appointed by the Town Council and one alternate youth member
appointed by the recreation department. At least one-third of the
total membership shall be citizens who receive less than 50% of his
or her wages or livelihood by delivering services to youth and families,
and who manifest an interest in youth services.
(b)
Directors of the Windsor Library, recreation department and youth
and family services or their designees plus one member of the Windsor
Board of Education, one member of the Windsor Town Council, the Superintendent
of Schools or his designee and the Town Manager or his designee shall
be ex-officio, nonvoting members whose presence shall only be counted
in determining a quorum.

A membership term on the Windsor Youth Commission shall be for
three years. All alternates shall serve two years. Existing terms
shall be preserved to maintain staggering of terms.

The appointing authorities shall fill all vacancies in the membership
of the Commission and remove any member for cause. Council appointees
shall be removed in the manner provided in Section 6-3 of the
Charter. Failure to attend three consecutive meetings of the Commission
shall constitute a cause of removal.

The Commission shall have the following powers and duties:
(1)
To assess the needs of Windsor youth;
(2)
To research and catalog the services currently available to Windsor
youth;
(3)
To make recommendations for new programs or improvements to existing
programs;
(4)
To act in an advisory and consultant capacity to the youth and family
services bureau as well as to all of Windsor's various citizens,
departments and organizations in matters concerning youth;
(5)
The Commission shall be familiar with DCF (department of children
and families) regulations and report to the Town Council any requirements
which need to be met by various Town agencies responsible for the
implementation of those regulations;
(6)
At least annually to provide Council with a report of its activities
and recommendations;
(7)
To draft, adopt and update a three- to five-year plan for direction
and future goals; and
(8)
Such other duties as assigned by Council from time to time.

The Commission shall elect from among its members a Chairman
and such other officers as it deems appropriate.

Regular meetings shall be held in accordance with the Freedom
of Information Act at such time and date as determined by the Commission.
Other meetings may be called as provided in said Act.
