The Westerly Town Council does hereby establish a Public Works Committee as follows:
A. 
Charge. To serve as an advisory board to the Westerly Town Council on any and all Public Works/Water and Sewer/Engineering projects, which the Town is involved in, and to review and oversee the status of Public Works projects as referred by the Town Council or the Town Manager.
B. 
Membership. All the following shall be voting members of the Committee:
(1) 
Three members of the Westerly Town Council to be designated by the Town Council President concurrent with Council term.
(2) 
The Town Manager or his/her designee.
(3) 
Four members of the general public to be appointed by the Town Council who shall be Westerly residents and who will serve on a rotating basis for a three-year term.
(4) 
Four members present at a meeting shall constitute a quorum.
(5) 
The Town Engineer, Public Works Superintendent and Utilities Superintendent shall serve as a resource to the Committee and shall attend its meetings as needed as determined by the Town Manager.
(6) 
There shall be one alternate member of the Public Works Committee who shall be a Westerly resident appointed by the Town Council for a three-year term. The initial appointment shall occur upon passage of this article. Thereafter, as the term expires, the appointment shall be made in August. The alternate member shall sit as an active member of the Committee when and if a member of the Committee is unable to serve at a meeting and shall have the same voting rights, powers and duties of the absent member. The alternate member shall serve without pay.
