The Village of Spencer is a body corporate and politic with the powers of a municipality at common law and governed by the provisions of Chs. 61 and 66 of the Wisconsin Statutes, laws amending those chapters, other acts of the legislature and the Constitution of the State of Wisconsin.
The voting polls in the Village of Spencer, Marathon County, Wisconsin, shall be opened from 7:00 a.m. to 8:00 p.m. for all elections.
The official Village newspaper shall be the Tribune Record Gleaner, to be used for the publication of legal and/or official notices and documents when publication is used instead of posting as allowed by Wisconsin law.
Number. Pursuant to the Wisconsin Statutes, there is hereby established a set of election officials to conduct all elections in the Village which shall consist of three election inspectors. However, the Village Administrator-Clerk/Treasurer shall have the authority to increase the number of election officials, not to exceed seven. The Village Administrator-Clerk/Treasurer shall determine in advance of each election whether the number of election officials for such election should be increased from the number prescribed by this section, and, if such an increase is so determined, the Village Administrator-Clerk/Treasurer shall redistribute duties among the officials.
Appointments. The Village President shall appoint, subject to confirmation of the Village Board, the above-named election officials in the month of December in each odd-numbered year. The appointments shall be made in accordance with the provisions of § 7.30(4), Wis. Stats.
Duties. The election officials shall carry out the duties specifically assigned to them by the election laws of the State of Wisconsin, and, in particular, those contained within the provisions of Ch. 7, Wis. Stats.
All candidates for elective Village office in the Village of Spencer, shall be nominated by a nonpartisan primary, under § 8.05(5), Wis. Stats.
Nomination papers shall be signed by not less than 20 nor more than 100 electors of the Village of Spencer. The papers shall be circulated not sooner than December 1 preceding the election and shall be filed with the Village Administrator-Clerk/Treasurer not later than on the first Tuesday in January or the next day if Tuesday is a holiday.
No additional candidates may be nominated, by caucus or otherwise, except as above provided.
Notice to the nonpartisan primary shall be given by the Village Administrator-Clerk/Treasurer in accordance with Wisconsin Statutes.
