The Purchasing Officer or designee (normally the using department)
shall prepare, revise, maintain, and monitor specifications for goods,
services, and construction required by the City, except that specifications
for any public work involving professional engineering shall be prepared
by a professional engineer. The Department of Public Works and the
Engineering Bureau may prepare specifications for construction and
maintenance of highways, bridges, and culverts.
