A. Appointment, Qualifications, Term. The Mayor shall, upon the advice
and consent of the Board of Aldermen, appoint a City Collector who
shall possess the qualifications required of other City officers and
who shall hold his or her office for a term of one (1) year.
B. Duties.
1.
Collect Revenue, Enforce Payment. The City Collector shall diligently
endeavor to collect all licenses and taxes or fees and other demands
placed in his or her hands for collection and shall, before such taxes
and demands become delinquent, enforce their payment by seizure and
sale of any personal property owned by the person liable therefor,
as provided in this Code and other ordinances of the City relating
to the collection of revenue.
2.
Monthly Settlement. The Collector shall, on the last day of
each month, make settlement with the City treasury, turning over to
the City Clerk all revenue collected during the month and taking the
City Clerk's receipt therefor.
3.
Itemized Report. The Collector shall, by September 30 of each
year, make a detailed report to the Board of Aldermen showing the
amounts collected on the various assessments for the various funds
of the City, as well as all licenses and other taxes or fees. Said
report shall also state the amounts due but uncollected and the names
of the persons from which he or she failed to collect and the causes
therefor.
4.
Other Duties. The Collector shall perform such other duties
as are imposed upon him or her by State law, this Code and other ordinances
of the City.
