This article shall be titled the "Adams County Airport Visitor Control Ordinance."
The County Board's authority for adoption of this article is §§ 114.105 and 114.14, Wis. Stats.
The purpose herein is to protect the public health, safety, and other interests and to foster and promote the operation of the airport in a safe and efficient manner.
The provisions of this article shall be implemented and enforced by the County of Adams (hereinafter called the "County" or "owner") and/or its appointed representatives.
For purposes of this article the following definitions shall apply:
AIRCRAFT
Includes any and all contrivances now or hereafter used for navigation of or flight in air or space, including but not necessarily limited to airplanes, airships, dirigibles, helicopters and gliders.
AIRPORT
The land and developments or improvements thereon which are owned, leased, or otherwise controlled by the County of Adams or its tenants and operated as the Adams County Airport.
COUNTY (or OWNER)
The County of Adams, Wisconsin, or its successor, and as applicable the Adams County Airport Commission.
OPERATOR
Any person(s), firm or legal entity who or which has applied for and received written permission to engage in a commercial activity on or from the airport and has entered into and executed a lease/operating agreement with the County and paid any required fees.
OWNER (or COUNTY)
The County of Adams, Wisconsin, or its successor.
PRIVATE ACCESS
An aircraft taxiway that connects adjoining private property to the airport.
PRIVATE HANGAR
An individual hangar or a hangar space in a larger building used primarily for the purpose of aircraft storage and in which, or from which, no commercial activities are engaged in.
STATE
The State of Wisconsin and, as applicable, the State of Wisconsin Department of Transportation, Bureau of Aeronautics.
TENANT
Any person(s), firm or legal entity who or which has applied for and received written permission to establish a leasehold or other right at the airport, whether for commercial activity or not.
VISITOR
Any person(s) within the boundaries of the airport, except tenants/operators and their employees; employees of the County (to include County committee and/or commission members); employees of the state or Federal Aviation Administration, or contractors/subcontractors; and passengers while inside the aircraft.
The airport is public property. It is the policy of the County to permit visitors to the airport the greatest freedom of access possible, provided that such access does not conflict with aeronautical or other authorized activity and further provided that such access will not pose a danger or threat to the safety and well-being of such visitor.
Visitors shall have access to all public use vehicle parking lots and access roads between such vehicle parking lots and public roads and highways while on foot or within a motor vehicle, unless such parking lots or access roads are signed or otherwise posted by the County. Visitors shall have access to waiting areas and public access areas of the terminal building, airport office and/or customer lounges of operator/tenant during hours such buildings are open to the public.
The County may from time to time designate portions of the airport for such nonaviation activities as public parks, picnic areas, and observation areas. Visitors are permitted within the defined limits of these areas.
A. 
No visitors shall be allowed access to any of the below-listed areas of the airport, unless accompanied by an authorized representative of the County or an operator/tenant or until he/she has received a safety briefing from an authorized representative of the County. Compliance with this provision and understanding of the limitations and restrictions associated with visitor access shall be evidenced by the visitor's signature in a registry maintained for this purpose.

Runways.
(2) 
Taxiways.
(3) 
Aircraft parking aprons.
(4) 
Hangars.
(5) 
Unimproved or grass areas bounded by any of the above.
(6) 
Any area signed or otherwise posted by the County.
B. 
A permitted exception to these restrictions shall apply to aircraft passengers while embarking or debarking from aircraft. These passengers are expected to take the most direct and/or safest route to an unrestricted or limited access area.
Any person found in violation of this article shall be cited for violation of this article to Adams County Circuit Court. The forfeiture shall be $100 for a first violation and $200 for a second violation in the same calendar year. Violations shall be reported to the Sheriff's Office which shall issue citations. The Court may impose any enforcement for nonpayment of a citation as authorized by law.
