It shall be the duty of each and every owner or occupier of
property in the Borough of Spring Grove to remove or have removed
from the sidewalks and around all fire hydrants in front of, alongside
of or adjoining such property any snow, ice or slush in an amount
sufficient to provide a clear and open path for pedestrian traffic
to a minimum width of 24 inches. Whenever a sidewalk continues to
the curb on a property which is on the corner of the intersection
of two Borough streets or alleys, the obligation of the owner of that
property shall include shoveling a path as required by this section
to the point at which the sidewalk meets the cartway of the street
or alley. The snow, ice or slush which is removed shall not be deposited,
thrown, placed or strewn on any street, avenue or roadway within the
Borough. The removal of the snow, ice and slush shall be completed
within 24 hours after the fall of snow or other frozen precipitation
shall cease. When it is impossible to remove ice from sidewalks, antiskid
material shall be placed on a temporary basis.
If the owner or occupier of the property fails to comply with the provisions of this article, the Borough will remove or cause to be removed the snow required to be removed. The cost and expense of removing said snow will be paid by the owner or occupier of the land, in addition to the fine provided for in § 344-13.

Any person, partnership, business, corporation or other entity
violating the provisions of this article, upon the issuance of a citation
and conviction by a Magisterial District Judge, shall be guilty of
a summary offense and shall pay a fine of not less than $50 nor more
than $300. Each day a violation exists shall be considered a separate
violation, subject to the same fines as set forth herein. It shall
not be necessary to issue a separate citation for each day, but one
citation can be issued to cover multiple days of violations. The Borough
hereby authorizes the Borough Manager, Secretary or Codes Enforcement
Officer or any duly authorized and constituted police officer to issue
citations for violations of this article.
