This article shall be known as the "West Central York County Regional Emergency Management Agency Ordinance."
Spring Grove Borough hereby ordains to enter into the first amended intergovernmental cooperation agreement with Jackson Township and Heidelberg Township, and such other municipalities as would desire to enter into the first amended intergovernmental cooperation agreement in the future, and hereby agree to create, fund and otherwise provide for the operation of WCREMA. Spring Grove Borough further recognizes and accepts Paradise Township's withdrawal from WCREMA, thereby removing Paradise Township as a party to such agreement. A copy of the first amended intergovernmental cooperation agreement is attached hereto as Exhibit A and is incorporated herein by reference.[1]

A brief summary of the conditions of the first amended intergovernmental cooperation agreement to be entered into between the participating municipalities is described as follows:
A. 
To create, fund and otherwise provide for the creation of the West Central York County Regional Emergency Management Agency.
B. 
To provide for representation and governance of the West Central York County Regional Emergency Management Agency.
C. 
To provide for submission, approval and funding of the budget of the West Central York County Regional Emergency Management Agency.
D. 
To provide for ownership of personal property and disposition of the same in the event of dissolution of the agency or the withdrawal therefrom by a participating municipality.
E. 
To provide for the dissolution of the agency and withdrawal therefrom by members.
F. 
To provide for additional municipalities to become participating members in the West Central York Regional Emergency Management Agency by adopting, by ordinance, the terms and conditions of the attached intergovernmental cooperation agreement.
Within 60 days of adoption of an ordinance authorizing the execution of the first amended intergovernmental cooperation agreement and execution of the same, Heidelberg shall pay into WCREMA the sum of $3,055, which sum represents a 1/3 share of the expenditures of WCREMA from its inception and incurred by the original three participating municipalities. Further, within 30 days of receipt of an invoice for the same, Heidelberg shall reimburse both Jackson and Spring Grove those attorneys' fees and advertising costs incurred to adopt this article.
A copy of this article shall be filed with the York County Emergency Management Agency and shall remain in effect unless amended. Any amendments shall also be filed with the York County Emergency Management Coordinator.
This article shall become effective five days after enactment by the elected officials of the last participating municipality to adopt this article.
