Fire protection within the Borough of Penns Grove may be provided by one or more companies as the Borough Council may from time to time approve by resolution.

A. 
A company shall consist of as many officers and members as said company shall from time to time provide by its bylaws, as approved by the Borough Council.
B. 
Said company shall be a duly organized volunteer fire company organized under the provisions of Chapter 8, Fire Companies, of Title 15 of the New Jersey Revised Statutes.
Each applicant for membership in a volunteer fire company shall comply with the statutory requirements as to citizenship, character, age and health.
Applications for membership in said fire companies, after their preliminary approval by the fire company, shall be forwarded to the Borough Council with the fire company's endorsement and recommendation for appointment. The Borough Council shall thereupon consider such appointment.
Exempt fireman certificates shall be awarded pursuant to the laws of the State of New Jersey.
The Borough Council may, from time to time, appropriate, turn over or pay said company such amounts as it deems necessary and proper for the fire protection of the Borough of Penns Grove.

Pursuant to N.J.S.A. 40A:14-95, there is hereby established an Auxiliary to the Penns Grove Volunteer Fire Department, to be known as the "Junior Firemen's Auxiliary."

No person shall be eligible for membership in the Junior Firemen's Auxiliary who is less than 14 or more than 21 years of age. Persons between the ages of 14 and 21 shall be required to obtain permission to join the Auxiliary from their parents or guardian. Such permission shall be in writing and acknowledged or proved in the manner required by law for deeds to real estate to be recorded.
The maximum limit of members of the Auxiliary shall be 20 for each fire company at any given period.
A. 
All applicants to the Auxiliary must present a duly executed application form, and said applicants shall not be approved until after acceptance by the Fire Department and subsequently by the governing body of the municipality.
B. 
After the applicant has been approved for membership in the Auxiliary, he shall be placed upon a six-month probationary period, during which time he shall be observed by appropriate members of the Fire Department for his interest, activity and behavior. Before being given permanent status in said Auxiliary, the Fire Department shall review the report of the probationary period.
All applicants must have properly certified medical examinations, including chest x-rays, prior to their acceptance into the probationary period.
The rules and regulations for the training of the Auxiliary shall be as set forth in the New Jersey State Safety Basic Training Manual. The training subjects to be covered are as follows:

Oil burners and electrical services.
B. 
Resuscitators and inhalators.
C. 
Portable hand tools.
D. 
Basic first aid.
E. 
Scott and MSA air packs.
F. 
Application of fire streams.
G. 
Drivers' education for those at least 17 years of age.
H. 
Proper nozzles.
I. 
Hose laying and advancing.
J. 
Portable hand extinguishers.
K. 
Ventilators and ladders.
L. 
Fire pump operations.
A. 
Auxiliary members will be educated, trained and observed while being drilled and will be eligible to participate in appropriate fire-fighting operations.
B. 
No junior fireman will be required to perform duties which would expose him to the same degree of hazard as a regular member of the Volunteer Fire Department.
