[HISTORY: Adopted by the Mayor and Council of the Borough of Penns Grove as Art. I of Ch. 5 of the 1968 Revised Ordinances (Ch. 20 of the 1986 Code). Amendments noted where applicable.]
In accordance with the provisions of N.J.S.A. 26:3-1 et seq., there is hereby established in the Borough a Board of Health.

A.ย 
The Board of Health shall consist of seven members and one alternate member. Said alternate member shall serve in the event of the absence of one or more of the regular members of the Board at any meeting of the Board of Health of the Borough of Penns Grove.

B.ย 
The terms of the members of the Board of Health shall be four years from January 1 of the year of the appointment of the full term. No more than two members' terms shall expire at the same time.
C.ย 
In order to increase the membership of the Board of Health from the present five members to seven members, pursuant to this section, the appointive authority shall, on January 1, 1970, appoint one member for a term of two years, appoint one member for a term of three years and appoint one member for a term of four years. The expiration date of the terms of the present members of the Board of Health will not be affected. Subsequently, after January 1, 1970, all appointments shall be for four years.
Appointments to the Board of Health shall be made by the Mayor and confirmed by the Council.
All vacancies on the Board of Health shall be filled for the unexpired term and shall be made in the same manner as original appointments.
The Board of Health shall adopt rules, regulations or ordinances for its government and that of its officers and employees, not inconsistent with the law or State Sanitary Code.
The members of the Board of Health shall elect a President from among its members, which President shall hold office for a term of one year or until his successor is qualified.

A.ย 
The Board of Health shall appoint a Registrar of Vital Statistics and a Clerk, and it may also appoint such other officers or assistants as said Board of Health may deem necessary. All appointees of said Board of Health shall be governed by the rules of said Board, and they may be removed for cause by said Board.
B.ย 
The police officers of this Borough shall be special sanitary inspectors, and they shall promptly report to the Board of Health every violation of the health ordinances of this Borough which may come within their observation or knowledge.
C.ย 
The Mayor and Council of the Borough of Penns Grove shall appoint a Health Recording Officer who will be responsible for contacting property owners within the Borough who are in violation of the health ordinances of the Borough. If the Health Recording Officer does not obtain compliance from the property owner in question, it will be the Officer's responsibility to forward this matter to the County Health Board so that a summons may be issued. This appointment will be made on a yearly basis and will be incorporated by reference into Chapter 103 of the Code of the Borough of Penns Grove.

The Board of Health shall not contract any debts of any kind beyond the amount of the appropriations first made for its use by the Mayor and Council.
