Any person, firm or corporation that owns, operates or maintains any alarm device or local alarm designed to summon the Police Department, Fire Department or other municipal agency to any location in response to any type of alarm signal shall be responsible for the proper functioning of said equipment.
Any alarm activated by inadvertence, negligence or unintentional act of someone other than an intruder or a fire, and including alarms caused by a malfunction of the alarm device or relevant equipment, shall be deemed a false alarm, and there shall be assessed the following penalties:
A. 
For the first and second false alarm in any given calendar year, a warning shall be issued.
B. 
For the third and subsequent false alarms in the same calendar year, a fine of not less than $100 nor more than $500 shall be paid to the Borough of Penns Grove.

Each person, firm or corporation that maintains an alarm device which is connected to the Penns Grove police station or Penns Grove Fire Department shall pay a service fee for this privilege of $5 per month or portion of a month beginning on July 1, 1988. Payment for false alarms shall be paid within 30 days of notice thereof.

In the event that the assessment for false alarms or the payment of monthly fees as set forth hereinabove is not paid within 30 days of the date due, a notice will be sent by the Police Department or Fire Department notifying the person responsible of such delinquency. If payment is not made within 10 days of said notice, the Chief of Police or Fire Chief shall have the authority to disconnect said system. The cost to have said system reactivated shall be $35 per reactivation.
