In compliance with the Governor's Blueprint for a Drug-Free New Jersey, the Committee known as the "Cranford Prevention and Wellness Alliance (Cranford Against Alcohol and Drugs)" (CAAD) is hereby established. This alliance pledges to work toward the accomplishment of the following goals as directed in the Governor's Blueprint:
A. 
Organize and coordinate the efforts of school, police, business groups and other community organizations to fight drug/alcohol abuse.
B. 
Adopt clear procedures for the intervention, treatment and discipline of students abusing alcohol and drugs.
C. 
Provide a comprehensive drug/alcohol abuse education and outreach program for parents.
D. 
Provide a comprehensive substance community awareness program.
The membership of the Alliance shall include, but not be limited to, the following representatives:
A. 
The Substance Abuse Coordinator.
B. 
Township official(s).
C. 
Township police representative(s).
D. 
Member(s) of the Board of Education.
E. 
Member(s) of local community organization(s).
F. 
Member(s) of local religious group(s) and interested private citizens.
