Any person, corporation, partnership or business entity who
or which issues or passes a check or similar sight order for the payment
of money to the Borough of Penns Grove, which instrument is not honored
by the bank, savings and loan institution or other entity upon which
it is drawn, shall be in violation of this section.

A fee of $20 shall be imposed for each violation of the foregoing
section. This penalty shall be imposed regardless of whether the violator
subsequently submits full payment for the amount of the original check
or similar sight order.
