A. 
The Mayor is hereby authorized to appoint or employ, by and with the advice and consent of the Board of Aldermen, a Public Works Director.
B. 
Term; Removal. The Public Works Director shall continue in office so long as he/she efficiently performs his/her duties and shall not be discharged or removed from office, except for good cause shown; provided, that he/she shall first be given the opportunity, together with his/her witnesses, to be heard before the Board of Aldermen on any alleged grounds of failure to perform the duties of his/her office.
C. 
Powers And Duties Generally. The Public Works Director shall have general supervision and control of the streets, bridges, sidewalks and alleys of the City. He/she shall supervise the working and improvements of the streets, under the direction and advice of the Mayor and the Board of Aldermen. He/she shall be the custodian of all the tools, implements and machinery, their state of repair and place where stored. He/she shall certify to the City Clerk on proper blanks the amount and cost of any material used or labor employed but shall not have the power to contract for materials without the consent of the Mayor or Board of Aldermen. He/she shall report monthly to the Board of Aldermen on any work done or in progress and shall recommend and give an estimate of the cost of any work needed to be done. He/she shall at all times keep the streets, sidewalks and alleys of the City clear of obstructions, trash or refuse and perform such other duties as Public Works Director as may be required by this Code or other ordinances of the City and as may be directed by the Board of Aldermen.
D. 
Employees — Generally. The Public Works Director shall have the right to employ persons to aid him/her in the carrying out of his/her duties, to discharge employees on the grounds of inefficiency and failure to perform the duties assigned to them.
