Whenever the Town Manager or the Department of Public Works
proposes to construct or resurface any street or way, they shall,
before commencing the work, give reasonable notice of their intention
to the several departments of the Town, to corporations which may
be affected thereby, and to all abutting owners having connections
by drains or otherwise to structures in the street. (1937: c. v, s.

If any of such parties have any work to be performed in such
public ways or streets, they shall consult and arrange with the Town
Manager in order that such work may be done before the surface of
such ways or streets is repaired or reconstructed. After such notice
and opportunity have been given, no such parties shall, for the space
of one year, break up or disturb the surface of such way or street,
or any way within the area so constructed and repaired, except in
case of reasonable necessity demonstrated to the Town Manager. (1937:
