All buildings heretofore or hereafter erected on any lot of land adjoining the water distribution system of the Town of Ipswich and which are connected to said water distribution system with a deep, non-seasonal (year-round) service shall be required to arrange their water service piping for the installation by the Town of a water meter. The owner(s) of the building(s) shall be responsible for compliance. Each day of continued non-compliance shall be deemed a separate violation.

The owner(s) of all building(s) with non-seasonal water service as described above shall be required to allow the installation of meter reading systems as determined by the Select Board acting as Water Commissioners. Without limiting the authority of the Select Board acting as Water Commissioners to determine the type of meter reading system to be used, the Select Board may specifically require the use of inbound signal/telephone-based automatic meter reading systems.

The Select Board, acting as Water Commissioners, may promulgate rules and regulations, as necessary, regarding the metering of water service.
