No person shall perform the duties of an office of the City to which he is elected or appointed until commissioned as provided in this division.

All officers and employees of the City from whom a bond is required by law or ordinance shall, within 15 days after their appointment or election and before entering upon the discharge of the duties of their office, qualify for a bond and be bonded by the City in an amount determined by the Chief Administrative Officer.
