The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except as otherwise provided in this division, and it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.

No person shall operate a vehicle in the City of Kirkwood at a rate of speed of more than 25 miles per hour, except where the rate of speed is otherwise posted, and it shall be unlawful to drive a vehicle at a speed in excess of the posted speed.
No person shall drive a motor vehicle at such slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace officers of the City are hereby authorized to enforce this section by directions to drivers and, in the event of apparent willful disobedience to this section and the refusal of the driver to comply with the direction of an officer in accordance herewith, the continued slow operation by a driver shall be an offense.

No person shall engage in any motor vehicle speed contest or exhibition of speed on any street or highway of the City and no person shall aid or abet any motor vehicle speed contest or speed exhibition on any street or highway of the City, except that a passenger shall not be considered as aiding and abetting. "Motor vehicle speed contest or exhibition of speed" is defined as one or more persons competing with vehicles at a speed in excess of the applicable speed limit for vehicles on the public streets or highways.

No person shall operate a vehicle in the City of Kirkwood at a rate of speed of more than 20 miles per hour on sections of roadways where construction or major maintenance operations are being effected when signs are in place giving notice.
