A. 
Those public and recreational areas in the City of Fredericktown known as the City Lake Park, Memorial Park, Jaycee Ball Park, Wanda Priest Park, and City Sports Complex shall be closed between 11:00 P.M. and 7:00 A.M. and the North Main Street tennis courts shall be closed between 11:00 P.M. and 5:00 A.M. every day, including weekends and holidays, except as specifically exempted in Subsection (C) of this Section.
B. 
It shall be unlawful for any person or persons (other than City personnel and/or concession/vending operators conducting City business therein) to occupy or be present in any park during any hours in which the park is not opened to the public, unless written permission for extended use has been obtained from the Public Works Director.
1. 
It shall be unlawful for any person to use or occupy the tennis courts for any purpose other than that of tennis and/or pickle ball-related activities. Soft-soled shoes are required on tennis courts.
2. 
In addition to the above restrictions, prohibited activities shall include baseball, corkball, roller hockey, in-line or roller skating, skateboarding, bicycling, soccer, ice skating and any other activity which may result in damage to court surface and/or fencing. No animals are allowed on the tennis courts.
C. 
This Section does not apply to City authorized personnel and employees while they are performing their functions as such employees and personnel or during park or City-sponsored events or regularly scheduled organized team competitions.

A. 
During special events held at a City park and open to the general public, including festivals, picnics, bazaars, fairs or similar gatherings, which the City has reason to believe will attract two hundred fifty (250) or more persons at any one time during the duration of the event, the following provisions shall apply to the park area at which such event shall be held and shall be posted for public information in the park area:

It shall be unlawful for any person to bring into any portion of the park premises at which any event described herein shall be held or to have in his/her possession or control therein or thereupon any type of animal, provided however, this provision shall not apply for the period thirty (30) minutes before and after such show, exhibition or activity; to any animal which is part of a show, exhibition or activity which is a part of the special event being sponsored and shall not apply to any animal owned and used by a disabled person or authorized governmental agency.
2. 
It shall be unlawful for any person to be upon bicycles, roller skates or skateboards or riding in or by means of any coaster, toy, vehicle, motorized scooter or similar device while in or upon the portion of the park premises at which any event described herein shall be held; provided, this provisions shall not apply to a show, exhibition, demonstration or other activity which is a part of the special event being sponsored, nor shall this provision apply to child-carrying devices such as baby strollers, carriages or wagons or to a disabled person.
3. 
Any person who shall violate any of the provisions of this Section shall, upon being found guilty, be punished by a fine not exceeding one hundred dollars ($100.00) or by confinement in jail not exceeding thirty (30) days or by both such fine and imprisonment.

A. 
The City specifically authorizes the erection of sponsorship signs in the City soccer park in accordance with the limitations and requirements set forth in this Section as follows:
1. 
Terms Of Agreement.
a. 
Businesses or individuals shall contract with the City for advertising space and will be reserved on a first-come, first-serve basis and shall be subject to the terms of the contract. Each application for any sponsorship shall give the specific content to be placed on each sponsorship sign.
b. 
All sponsorship signs may only be leased by businesses, churches, fraternal organizations or community groups on a renewable five-year or ten-year basis and shall include first right of refusal or opportunity to enter into a new contract. Individuals may lease a sponsorship sign in memory of a deceased loved one.
c. 
Rates are non-exclusive, allowing competing companies or service providers to purchase advertising.
d. 
Rates are due and payable upon receipt of invoice by the City.
e. 
Sponsorship signs shall be the property of the City and maintained accordingly.
f. 
Signs shall consist of a one-foot by four-foot double-sided name plate mounted to the top bar of the soccer goals of the designated field.
g. 
The City reserves the right to edit advertising for content. The content of the sponsorship signs shall not promote any activity, business or group that is of a sexual, pornographic or racial nature. All advertising shall be approved by the City Administrator or his/her designee prior to submission to printing.
h. 
The City Administrator or his/her designee shall have the authority to enter into a five- or ten-year goal advertising contract pursuant to the terms and conditions set out in this Code. The City Administrator shall notify the Board of Aldermen of each contract executed under this authority and provide to the Board the advertising copy, artwork and content approved for each advertiser. This Section shall not obligate or compel the City Administrator to execute any contract.
i. 
The City reserves the right to terminate advertising by any sponsor upon repeal or amendment of this Section and refund of a pro rata portion of the Rate paid for the remainder of the term of the contract.
2. 
Rates. There are two (2) large fields, two (2) medium fields and two (2) small fields in the City soccer park. City will charge the full amount for advertising at the inception of the term.

3. 
Use Of Funds. All proceeds derived from sponsorship sign space shall be used only for the upkeep or improvement of the City soccer park or park facility in which the sponsorship sign is located.
