A.
It is hereby found, determined and declared to be necessary
for the public health, safety, welfare and benefit of the City and
its inhabitants that the existing combined waterworks and sewerage
system of the City and all future improvements and extensions thereto
be separated and hereafter operated and maintained as a waterworks
system and as a sewerage system.
B.
The combined waterworks and sewerage system of the City,
as now or hereafter constructed, and all future improvements or extensions
thereto shall be and the same hereby is separated into a waterworks
system and a sewerage system and it is hereby declared that said combined
waterworks and sewerage system and all future improvements and extensions
thereto as aforesaid hereinafter be operated and maintained as a separate
waterworks system and as a separate sewerage system.
