Within the Department of Public Works there shall be an office of the Deputy Superintendent of Public Works.
The Deputy Superintendent shall be appointed by the Mayor with the advice and consent of the governing body. If the mayor fails to nominate within 30 days after the office of Deputy Superintendent is created or after the office becomes vacant or the Council fails to confirm any nomination made by the Mayor, then after the expiration of 30 days, the Council shall appoint the Deputy Superintendent, a majority vote having at least three affirmative votes being required for such purpose.
The term of office of the Deputy Superintendent shall be three years.
The Deputy Superintendent may be removed by a two-thirds vote of the full governing body.
The Deputy Superintendent of the Department of Public Works shall be a person qualified by education, training and experience to perform the duties of office hereinafter set forth. No person having less than eight years of direct experience in the field of municipal public works, including at least two years of direct supervisory experience in the same field, shall be eligible to hold this office.
The Deputy Superintendent shall receive such compensation as set by the Borough salary ordinances from time to time.
The Deputy Superintendent's responsibilities shall include:
A. 
Providing administrative and professional work in overseeing the operations of the Public Works Department and its divisions, including building and vehicle maintenance, parks and trees, and all other related work as required.
B. 
Acting as Superintendent of Public Works in the absence of the Superintendent of Public Works;
C. 
Assisting the Superintendent in planning and directing department activities;
D. 
Investigating complaints regarding department personnel and activities, making recommendations and/or implementing corrective measures as required;
E. 
Scheduling maintenance of department equipment, vehicles, and buildings;
F. 
Maintaining departmental inventory and responsible for annual report;
G. 
Assisting the Superintendent regarding annual budget;
H. 
Functioning as a liaison between all department personnel.
