There is hereby enacted a zoning plan for the Town of Montour,
which plan is set forth in the text and map that constitute this chapter.
It is the legislative intent of this chapter to provide for
the orderly and desirable development and use of land within the Town
of Montour. This chapter serves to implement the Joint Comprehensive
Plan for the Town of Montour and Village of Montour Falls. Both the
Comprehensive Plan and this chapter are expected to evolve over time
to meet other changing needs. Regular reviews and updates are anticipated.
Specific purposes include the following:
A.
Facilitating the adequate and efficient provision of public facilities
and services.
B.
Protecting the character of residential areas.
C.
Providing adequate and safe methods of traveling throughout the Town.
D.
Providing for adequate parking facilities to accommodate businesses,
residents and visitors.
E.
Preserving historic and natural features and accommodating new development
in ways that maintain and enhance the desirable aesthetic qualities
of the Town.
F.
Assuring adequate sites for agricultural, commercial, industrial
and residential uses.
G.
Encouraging flexibility in the design and development of land to
facilitate the adequate and economical provision of streets and utilities
and to preserve the natural and scenic qualities of open lands.
H.
Providing for recreation and open space as community facilities and
economic assets to the Town.
I.
Maintaining attractive gateways into the region and the communities
that comprise it.
J.
Preserving and facilitating the expansion of the Town's economic
base.
